Penampang has NO FUNDS to maintain drains and to properly complete drainworks? The Dilemma facing Residents of Kg Matambai & also Residents of Hing Park.

PKR Sabah Treasurer cum Penampang Acting Chief – Dr Roland Chia led a group of PKR Penampang leaders and members to visit various site that have been affected by the heavy rain lately. The entourage included Mickey Jingki, Patrick Chia, Danny Chung, Henry Liew & Ng Fook Loi.

The first site was in Kampung Matambai, Kepayan along Jalan Lintas whereby persistent rain has caused landslide between the highway and the kampung. To make matters worse, the supposedly upgrading drainage works has also collapse and has affected the compound of the village much to the dismay of the villagers.

When it rains heavily, the drain will be filled up instantly instead of draining to the main monsoon drain as there was NO GRADIENT created to flow to the larger drains.

To add woes to the problem, the drains were never maintained and is also filled with wild vegetation and also wild animals/ pests can be observed too. During the visits, a few iguanas were sighted crawling along the pathetic drains.

PKR Penampang is concern with the contractor's work that has been awarded by the Ministry of Rural & Regional Development. This shows the sloppiness of the project.

The second site was Hing Park,Kobusak. Stench smell coming from the drain, of the poorly constructed drains that has no gradients also. During the visit, residents complained that the drains were never cleared. Indication was – when a stuck was inserted into the drain, a mud of more than 1-foot was present. Every time , it rains, the drains will always be filled instantly. To make matters worse, rubbish can be easily seen floating along the drains.

PKR Penampang is worried that the inadequate funds available to the council and the estimated increase in debt up to RM2.5 Million, will hamper the services to the residents and villagers in Penampang.

PKR Sabah Treasurer Dr Roland Chia urged the government to declare when is the construction of the retaining wall in behind Taman Jindo and Jalan Shantung , Penampang is to be completed. With the phenomenon of La-Nina, there are fears of Penampang residents whether the second episode of another landslide will occur again.

Another complication that has arisen from these landslides are perennial flooding even the amount of rainfall is not heavy. Now flash floods are appearing for the first time in those affected areas.

One month has passed and there must be a deadline and not just empty rhetoric promises again. Chanyai Villa & Bukit Bendera were also affected by such similar landslides. This does not augur well with the city dwellers in Kota Kinabalu & Penampang who at present lives in fear and trembling whose houses are located behind hill slopes.

Some of the residents even lamented that nobody is taking ownership and leadership in handling the matter. The BOMBA, JKR, DBKK, Local Council seemed to wait for each other to take the leadership for goodness sake this is a disaster / crisis in the city.

Several of the residents lamented that they had to spend in the region of at least RM10,000 to RM20,000 for repair works in rebuilding back their fencing and fixtures. Even then, they are not sure, these completed works will be permanent if another landslide were to happen again. The residents questioned why the government fail to recognize this as a disaster and thus absolve of their responsibility to activate the state disaster committee to address the matter urgently. They were made to understand , that there is also a State Disaster / Crisis Relief fund under the Chief Minister Department. If the government can spend hundred of millions of ringgits in purchasing submarines to protect the waters of Sabah, why can't they give away minimal sum of disaster relief fund to victims who had suffered from this landslide tragedies. This does not augur well with Rakyat Didahulukan Pencapaian Diutamakan.
