Malaysia Catat Pertumbuhan Negatif Selama 24 Tahun Posted: 24 Sep 2012 06:25 PM PDT KUALA LUMPUR 24 Sept: Ketua Pembangkang, Datuk Seri Anwar Ibrahim berkata, sejak 1988 hingga 2011, belanjawan negara mencatat pertumbuhan negatif pada kadar 2.89 peratus daripada Kadar Keluaran Dalam Negara Kasar (KDNK). Anwar dalam soalan tambahannya kepada Timbalan Menteri Kewangan, Donald Lim Siang Chai menyatakan, rekod positif dicatat hanya pada tahun 1997, iaitu pada kadar 2.4 peratus. "Gambaran ini membimbangkan. Profil kredit meningkat. Amaran ini harus diambil secara serius. Kalau kita lihat Laporan Ketua Audit Negara (LKAN), unjuran tahun demi tahun tidak sampai sasaran," katanya. Anwar turut merujuk amaran perunding kewangan antarabangsa, Standard & Poor agar Malaysia menurunkan kadar kredit. "Kewangan awam negara rendah secara relatif kepada persekitaran yang pelbagai. Malaysia kini setanding atau lebih tinggi kadar hutang seperti krisis yang melanda Itali," kata Anwar memetik Fitch Ratings. Tambah Anwar, jawapan Timbalan Menteri Kewangan tidak menjelaskan tentang kadar hutang negara yang kini berjumlah RM437 bilion, melainkan penegasan bahawa paras hutang negara kononnya masih selamat, iaitu pada kadar 53% berbanding KDNK, dua peratus dibawah paras berbahaya (55%) Manakala menurut Donald, kerajaan turut mengadakan siri jelajah ke seluruh negara untuk menerangkan kepada rakyat berkenaan cukai barangan dan perkhidmatan (GST) "Credit Suisse menyatakan sasaran Malaysia tidak tercapai. World Economic Forum menyatakan imbangan belanja kerajaan jatuh ke tangga 96 dari 110 (negara). "Langkah-langkah yang diambil diumumkan, tetapi bagaimana diukur keberkesanannya. Sebagai contoh melalui penilaian LKAN atau laporan Transperency International. "Kita (Parlimen) tidak usul supaya diumumkan pemotongan perbelanjaan kerajaan, (dan) menekankan subsidi kepada golongan miskin. "Apakah unjuran yang disebut Timbalan Menteri Kewangan akan dapat dicapai berdasar kepada kenyataan Perdana Menteri? "Yang (hanya) ditekankan tentang pembaziran atau disebut leakage (kebocoran). Ini menuntut kita mengambil langkah serius mulai sekarang," tegasnya. Majlis Presiden dan pimpinan Pakatan Rakyat kini sedang bermesyuarat bagi membincangkan butiran Belanjawan Alternatif 2013 yang akan dibentangkan dalam masa terdekat. |
Anwar: Audit Report Delayed To Stifle Opposition’s Budget 2013 Debate Posted: 24 Sep 2012 10:56 AM PDT Datuk Seri Anwar Ibrahim today questioned the government's motive in delaying its release of the Auditor-General's Report, asking if this was a deliberate attempt to prevent opposition lawmakers from referring to the document when debating Budget 2013. The opposition leader said this was an "inappropriate" practice as the A-G's Report should be used as reference when parliamentarians review the government's expenditure plans for the following year. "It seems like this is a tactic of the Umno-Barisan Nasional (BN) government to prevent MPs from viewing this report. "The A-G's Report is an evaluation of the government's performance over the year. So in order to fairly debate the budget, we need to read this audit report first," Anwar (picture) pointed out. The Permatang Pauh MP vowed that should Pakatan Rakyat (PR) take over the reins of Putrajaya after the coming polls, it would ensure that the A-G's Report is released to MPs before the budget is tabled. Minister in the Prime Minister's Department Datuk Seri Mohamed Nazri Aziz told reporters in Parliament this morning that the government had decided to delay its release of the A-G's Report, which had severely embarrassed the government last year when it revealed several financial irregularities in federal expenditure, including the use of a RM250 million loan for the National Feedlot Centre (NFC) cattle farming scheme. The Padang Rengas MP said the public document would only be released in the House "one or two weeks" after Budget 2013 is tabled this Friday. "The report is ready but it's not going to be tabled simultaneously (with Budget 2013) because the audit report may take more news that the budget. "So what we will do is the audit report will be tabled a week or two later but there will still be enough time for the MPs to debate," he said. PKR deputy president Azmin Ali accused the government of attempting to hide its weaknesses by delaying the report, pointing out that the audit was meant to reveal any irregularities in federal expenditure. The Gombak MP agreed that tabling the document before the Budget would help parliamentarians better assess the government's plans for the country's finances in the year ahead. "The government is trying to distract MPs from seeing the facts. This report is important; we do not want to debate with baseless allegations," he said. The A-G's Report is traditionally tabled simultaneously with the Budget but the government had delayed it last year, despite protests from opposition lawmakers. The 2010 A-G report released on October 24 last year found that nine federal ministries and departments had exceeded their overall operational allocation by a total of RM3.73 billion. They include the Education Ministry, Health Ministry, Home Ministry, Agriculture and Agro-Based Industry Ministry, Public Service Department, Attorney-General's Department, the Malaysian Anti-Corruption Commission and the Public Services Commission. The report also stated that the overspending was unavoidable due to additional activities and unscheduled payments. |
Isu Jet: Pengunaan Yang Tak Pernah Disembunyikan Posted: 24 Sep 2012 10:47 AM PDT Ketua Pembangkang, Datuk Seri Anwar Ibrahim memberitahu isu penggunaan jet peribadi ketika beliau ke Sabah dan Sarawak tidak pernah disembunyikan. Malah beliau turut meminta Ahli Parlimen Batu, Tian Chua untuk mengambil gambar dan menyebarkannya melalui laman twitter agar semua rakyat tahu apa yang dilakukan oleh Pakatan Rakyat. “Penggunaan jet peribadi ini adalah bagi perjalanan saya dari Kuala Lumpur, Labuan, Kota Kinabalu dan Kuching seterusnya balik semula ke Kuala Lumpur. “Saya melihat mereka memperbesarkan isu ini yang lebih kepada kepentingan peribadi mahupun wujud unsur rasuah, malah kita lebih telus memberitahu kepada semua dan perkara ini boleh disemak,” jelasnya pada sidang media di lobi parlimen. Anwar turut memberitahu, beliau telah menjelaskan perkara tersebut melalui laman twitternya sebelum ini. “Mereka yang ingin mengetahui siapa pemilik jet tersebut boleh menghubungi Jabatan Penerbangan Awam (DCA) Malaysia kerana semua maklumat pemilik ada dalam simpanan DCA,” sambungnya lagi. Anwar yang sebelum itu memberitahu, beliau dihubungi rakannya bahawa ada seorang individu yang sanggup memberi kebenaran beliau menggunakan jet peribadi tersebut. “Jet peribadi ini diuruskan oleh rakan saya dan siapa pemiliknya mereka yang ingin mengetahui oleh hubungi DCA. “Ia macam saya bila kereta rosak, maka kawan akan memberi pinjam kereta mereka begitulah urusan penggunaan jet tersebut,” sambung beliau lagi. Anwar yang secara berselorok menyatakan beliau hari ini juga terpaksa meminjam baju kot dari rakannya kerana tidak membawa bajunya sendiri serta menyifatkan itu perkara biasa apabila ada rakan ingin membantu. “Saya tahu banyak isu akan ditimbulkan dan sebelum saya bersetuju untuk menerima bantuan jet peribadi itu, saya telah pastikan bahawa pemilik tersebut tidak mempunyai apa-apa kepentingan di negeri-negeri Pakatan Rakyat. “Umno dan MCA cuba memperbesarkan isu ini adalah bertujuan untuk menakutkan ahli-ahli perniagaan agar tidak lagi membantui Pakatan. “Tetapi mereka terus merahsiakan isu-isu rasuah, penyelewengan serta penggunaan dana awam untuk kepentingan mereka sendiri,” tegasnya. Dalam pada itu, beliau juga turut memberitahu jika ada ruang dari ahli-ahli perniagaan yang ingin meminjam jet peribadi mereka beliau mengalu-alukannya terutamanya apabila hampir pilihanraya nanti. “Kita perlukan helikopter di Sabah dan Sarawak termasuk jet peribadi untuk urusan kita (Pakatan) jika terlalu terdesak untuk ke mana-mana,” tambah Ahli Parlimen Permatang Pauh itu lagi. |
Tough Challenge To Heal The Divides in Malaysia Posted: 24 Sep 2012 12:15 AM PDT From News.Scotsman Anwar Ibrahim aims to upset the political status quo in multicultural Malaysia, writes Eddie Barnes. Anwar Ibrahim is an unnoticed, softly-spoken presence in the smart London hotel where he is staying. But, in a year which has seen plenty of unexpected political revolutions across the world, here is the man who may lead the next one. Dr Ibrahim is about to return to Malaysia where his coalition is preparing to try and usurp the ruling Barisan Nasional alliance which has run the wealthy south-east Asian country for the last 50 years. The BN is faltering, failing to meet the expectations of an increasingly sophisticated urban class and beset by allegations of vote-fixing, corruption and cronyism. But, in a country which is divided by religion and between its dominant Malay, Chinese and Indian ethnic groups, the challenge is both to demonstrate an alternative and to put it into practice. Dr Ibrahim, who is in town with Azeem Ibrahim, the Scottish businessman who acts as one of his international aides, has one of the great political back stories. The foremost Muslim activist of his day, he was groomed in the 1980s and 1990s by Malaysia's authoritarian ex-prime minister Mahatir Mohamad to be leader of the main Malay party, UMNO, which dominates the BN alliance. But, as the pair moved apart, Mr Mahatir brutally cast him aside and, within weeks, Dr Ibrahim faced trumped up sodomy and corruption charges. He was sentenced in 1999 to six years in jail, getting out in 2004. Now, at the age of 65, and suffering from a chronically bad back, he has turned fire back on his old party colleagues, forming a cross-racial alliance of his own, called Pakatan, which makes the Conservative-Lib Dem team look like childhoold sweethearts. In the middle, Dr Ibrahim's new PKR party represents mainstream Malays who want an alternative to the status quo. On his right is the Islamist group PAS, whose members would like to introduce Hudud (religious) laws to the country. To his left he has the Chinese-Indian DAP, which wants to guarantee a secular future of the nation, and better rights for the country's non-Malays. It already looks tough for him – only last week, people in the DAP were complaining about plans by PAS to introduce Hudud. In Malaysia, a huge pro-?democracy rally earlier this year called Bersih (or "Clean") demonstrated the enormous desire for fair elections. Dr Ibrahim's coalition stands on that ticket of a more open country with a free press. He notes: "You cannot suggest that society is not prepared to experience a more mature democracy. For ten years you can blame the British for the poor education and people not familiar with the system. But not after 50 years." A modern traditionalist, he avoids easy categorisation as a Muslim leader, and is easy to misrepresent. He says he is not a liberal and remains rooted in the Islamic movement. But he says he believes in taking a "hard line" on harsh views on both sides of the debate. On the violent reaction to the blasphemous video insulting Islam, he agrees there is a "problem with the Muslim psyche … people are easily enraged and emotional." As to the outrage displayed by Malaysia's governing class, he declares: "The hypocrisy of these fellows talking about defending Islam when they are so blatantly corrupt and unjust. That is the ruling clique all over." But he also accuses the West of bias against Islam. He has a deep love of America and its founding values, but adds: "Even the so-called more sophisticated Americans are so filled with Islamophobia. I have a better understanding of Christianity than they do of Islam." What he wants is an intelligent response. He scorns the "crazy" move by Malaysia's ministry of education last week to publish a much-mocked guide on how to spot if someone is a homosexual (which remains illegal in conservative Malaysia). So can he win? He doesn't think the election will be clean, accusing UMNO of bringing in "phantom voters" from the neighbouring Philippines and Indonesia to bump up their support. "There are very high expectations," he concedes. He says he needs to convince Malay voters that, in a racially divided society, he is going to keep their interests at heart. "But I think we will make it this time. I am really confident." |
Kerugian Mata Wang: Anwar Arah Bank Negara Henti Perniagaan Posted: 23 Sep 2012 10:35 PM PDT KUALA LUMPUR 24 September: Ketua Pembangkang, Datuk Seri Anwar Ibrahim berkata, beliau telah mengarahkan Gabenor Bank Negara, Tan Sri Jaafar Hussein untuk menghentikan serta merta amalan perniagaan tukaran mata wang (forex) oleh Malaysia ketika dalam kerajaan. "Saya selaku Menteri Kewangan ketika itu minta (perniagaan itu) dihenti serta merta. Perniagaan forex (mata wang) dibuat sebelum 1990, sebelum saya menjadi Menteri Kewangan. Beliau menjelaskan demikian selepas diprovok Ahli Parlimen Rembau, Khairy Jamaluddin yang mencelah mengatakan Ahli Parlimen Ipoh Timur, Lim Kit Siang, pernah meminta Anwar meletak jawatan berikutan kerugian tersebut pada 1993. "Tidak ada masalah (untuk jawab) Ipoh Timur. Ada perakuan. Memang ada kerugian yang dinafikan. Saya dah bercakap dengan Tan Sri Jaafar. Dia beri penjelasan walaupun belum mendapat maklumat. "Walaupun dia tak bertanggungjawab (secara) langsung, tapi dia pilih untuk meletakkan jawatan. Peliknya Nor Mohamed Yakcop pula diangkat sebagai Menteri," tegas Anwar menjelaskan, Nor Mohamed ketika itu pemimpin Bank Negara yang bertanggungjawab di bawah Seksyen Forex Trade (dagangan matawang). Terdahulu, Ahli Parlimen Permatang Pauh dalam soalan bertulis meminta kerajaan menyatakan langkah-langkah yang diambil untuk mengurangkan kadar perbelanjaan Persekutuan. Ini memandangkan sumber pendapatan negara yang tidak berkembang secara signifikan, serta peningkatan hutang negara ke paras yang membimbangkan berjumlah RM437 bilion dengan defisit yang terus meningkat. |
Rugi 5.7b: Kecam Soros Tetapi Angkat Pegawai BNM Ke Taraf Menteri Posted: 23 Sep 2012 10:22 PM PDT Kenapa spekulator matawang George Soros dikecam sebagai penyangak, ketika pihak yang bertanggungjawab atas kerugian RM5.7 bilion Bank Negara Malaysia (BNM) melalui dagangan pertukaran asing (forex) dinaikkan pangkat? Perkara ini dipersoal Lim Guan Eng (DAP-Bagan) kepada timbalan menteri kewangan Donald Lim di Parlimen hari ini. “George Soros dicaci penyangak yang jejas pertukaran mata wang asing tapi adakah kerajaan sedar masa itu Bank Negara juga terlibat kegiatan sama, berjudi dengan wang negara dalam pertukaran mata wang asing?” soalnya. Menuding jari kepada Nor Mohamad Yakcop (BN-Tasik Gelugor), Lim berkata, kenapa bekas pentadbir kanan Bank Negara itu tidak dipersalahkan, sebaliknya dinaikkan pangkat sebagai menteri di Jabatan Perdana Menteri. “Ini bukan ‘Janji Ditepati’, tetapi ‘jampi ditepati’,” sindirnya. Donald sebelum itu memberitahu Dewan Rakyat bahawa BNB rugi RM5.7 bilion pada 1992, seperti dilaporkan dalam laporan tahunannya pada 1993. Sementara itu, Ketua Pembangkang Datuk Seri Anwar Ibrahim berkata, beliau sebagai menteri kewangan pada masa itu mengesahkan dagangan tukaran asing berlaku sehingga menyebabkan kerugian besar dan mahu ia dihentikan serta merta.
