Selangor Catat Pelaburan Tertinggi Enam Bulan Pertama 2011

Negeri Selangor terus mencatatkan prestasi membanggakan apabila berjaya merekodkan pelaburan tertinggi dalam tempoh enam bulan pertama tahun ini dengan jumlah pelaburan sebanyak RM5.2 bilion.

Dalam tempoh ini, Selangor menerima pelaburan asing sebanyak RM3.1 bilion dan pelaburan tempatan sebanyak RM2.1 bilion.

Sebanyak 135 projek telah diluluskan dalam tempoh Januari hingga Jun tahun ini dan membuka 9,847 peluang pekerjaan. Jumlah projek ini yang diluluskan ini jauh lebih tinggi berbanding negeri-negeri lain.

Daripada 135 projek ini, 89 adalah pelaburan baharu manakala 46 adalah mengembangkan pelaburan sedia ada.

Mengulas perkembangan positif ini, Menteri Besar, Tan Sri Abdul Khalid Ibrahim, berkata jumlah ini menunjukkan tahap keyakinan yang tinggi pelabur asing dan tempatan terhadap kerajaan negeri.

"Kerajaan Selangor bekerja keras untuk menyakinkan pelabur dan kita amat berpuas hati dengan prestasi yang ditunjukkan ini.

"Selangor mencatatkan pelaburan tempatan dan asing yang seimbang dengan mencatatkan 135 projek berbanding negeri-negeri lain yang merekodkan antara 2 hingga 93 projek sahaja," kata Menteri Besar.

Mengikut pecahan sektor, industri pembuatan elekronik mencatatkan pelaburan tertinggi dengan RM1.3 bilion daripada 18 projek yang diluluskan membabitkan RM110 juta pelaburan tempatan dan RM1,149 bilion pelaburan asing.

Jepun menjadi pelabur terbesar di Selangor dengan 13 projek membabitkan nilai pelaburan sebanyak RM1.136 bilion, diikuti Korea Selatan sebanyak RM652 juta ( tiga projek) dan Singapura dengan RM510 juta (8 projek).

Kadar Pertumbuhan Ekonomi Selangor Memberangsangkan

Kadar pertumbuhan ekonomi bagi Negeri Selangor sehingga tahun 2030 dijangka pada kadar lima peratus setahun. Statistik juga menunjukkan hampir 22 peratus nilai Keluaran Dalam Negara Kasar (KDNK) Malaysia disumbangkan oleh negeri Selangor.

Perkara ini dinyatakan Setiausaha Kerajaan Negeri, Datuk Mohamed Khusrin Munawi dalam taklimat kepada Yang di-Pertuan Agong di Bilik Gerakan Negeri, Bangunan Setiausaha Kerajaan Negeri hari ini.

Majlis itu adalah sempena lawatan rasmi ke bawah duli tuanku ke Selangor.

Taklimat tersebut turut dihadiri Menteri Besar Tan Sri Abdul Khalid Ibrahim, para EXCO kerajaan negeri dan pegawai-pegawai tinggi kerajaan negeri.

Tambahnya, dari segi pelaburan, pada tahun 2010, Selangor mencatatkan jumlah pelaburan sebanyak RM10.6 bilion.

Sementara bagi enam bulan pertama tahun ini, Selangor telah mengatasi negeri-negeri lain dalam usaha membawa masuk pelaburan ke Malaysia dengan nilai pelaburan mencecah RM5.2 bilion.

Katanya, Selangor akan terus menumpukan kepada sektor perkhidmatan dan pembuatan dalam memacu pertumbuhan ekonomi negeri.

"Prinsip Merakyatkan Ekonomi Selangor didasarkan pada hakikat bahawa pelbagai sumber negeri adalah kepunyaan rakyat. Oleh itu adalah sewajarnya Kerajaan memulangkan kekayaan negeri kepada rakyat tanpa mengira perbezaan kaum dan pembezaan agama,"  kata Khusrin.

Menurutnya, Agenda Merakyatkan Ekonomi Selangor ini bakal memanfaatkan seluruh rakyat di negeri ini daripada lahir hinggalah ke usia emas.

"Sehingga kini program-program Merakyatkan Ekonomi Selangor fasa pertama hingga fasa keempat sudah dijayakan dengan jayanya," kata Khusrin.

Tambah Khusrin, dengan pentadbiran negeri yang telus dan berorientasi pelaburan, Selangor akan terus menjadi negeri pilihan pelabur asing serta komuniti perniagaan dalam dan luar negara.

Rashid Daftarkan Pengundi Diragui – Malek Hussin

Abd Malek Hussin, orang yang disebut dalam kabel Kedutaan Amerika Syarikat sebagai berkata Tan Sri Abdul Rashid Abdul Rahman mengakui pernah mengeluarkan lebih 60,000 kad pengenalan palsu kepada pekerja asing di Sabah menjelaskan bekas pengerusi Suruhanjaya Pilihan Raya (SPR) itu tidak mengeluarkan dokumen-dokumen palsu.

NONESebaliknya, Malek, bekas ketua NGO Raya Malaysia untuk Pilihan Raya Bebas dan Adil (Mafrel) berkata Abdul Rashid sebenarnya mengakui terlibat dengan kontroversi operasi ‘Projek IC’ pada tahun 1990-an, tetapi peranannya setakat mendaftarkan individu dengan kad pengenalan yang diragui itu sebagai pengundi.

“Kabel Wikileaks salah petik saya. Bagaimana dia boleh mengeluarkan kad pengenalan? Itu tanggungjawab JPN. Beliau bercakap mengenai rakyat asing dengan kad pengenalan yang didaftarkannya," kata Malek ketika dihubungi Malaysiakini.

Wikileaks baru-baru ini mendedahkan, Abdul Rashid mengakui kepada Malek bahawa pihaknya pernah mengeluarkan lebih 60,000 kad pengenalan palsu kepada pekerja asing di Sabah sekitar 90-an, atas arahan Umno.

Dalam kabel yang ditandakan sulit itu, Malek juga dilaporkan memberitahu pegawai Kedutaan Amerika Syarikat di Kuala Lumpur bahawa Rashid mengesahkan Umno melancarkan kempen ‘kotor’ sekitar 90-an untuk merampas Sabah – yang dikuasai PBS, ketika itu pembangkang, pada 1994.

“Sepanjang dekad berkenaan, Umno memberikan kewarganegaraan dan kad pengenalan Malaysia kepada lebih 600,000 pekerja pendatang asing (kebanyakan beragama Islam dari Indonesia dan Mindanao di Filipina) di Sabah, sebagai pertukaran untuk undi mereka pada pilihan raya negeri.

The New Straits Times hari ini melaporkan penafianRashid berhubung apa yang didedahkan oleh Wikileaks dan berkata beliau "tidak kena-mengena" dengan pengeluaran kad pengenalan itu.

Dalam artikel itu, Rashid juga menafikan memberitahu perkara-perkara yang didedahkan oleh Malek sambil menekankan bahawa pengeluaran kad pengenalan bukan di bawah bidang kuasa suruhanjaya itu tetapi di bawah Jabatan Pendaftaran Negara.

“Apa yang SPR lakukan ialah hanya untuk mendaftarkan warganegara dengan kad pengenalan sebagai pengundi,” kata Rashid dipetik oleh akhbar New Straits Times.

Walau bagaimanapun, bekas ketua Mafrel itu berkata bahawa kabel jumlah warga asing yang didaftarkan sebagai pengundi di Sabah adalah 80,000 orang, iaitu lebih ramai daripada apa yang dilaporkan oleh kabel berkenaan.

Bonuses Won’t Solve Country’s Financial Woes, Anwar Tells Najib

The Najib administration should stop corruption and cut unnecessary spending first, instead of paying bonuses to civil servants in Budget 2012, Datuk Seri Anwar Ibrahim said today.

The Pakatan Rakyat (PR) defacto leader said leakages were a serious problem with Putrajaya failing to meet the challenge.

"They have failed to address the issues of governance and have not given these things top priority…if we give one or two million here and there, it does not lessen the burden and tanggungan (responsibilities) of the government," Anwar (picture) told reporters today.

He said that PR's alternative budget would address ways in which the government should tackle corruption and leakages.

"In the time I was finance minister I have never denied that it is important to recognise workers and to give bonus. But the people should not be taken by RM600 when people are stealing from you RM600 million.

"Our approach is to stop waste as this would (only) increase the needs for such bonuses… we will table it before the national budget," added Anwar.

Prime Minister Datuk Seri Najib Razak is considering a hefty bonus or a pay increase for all 1.3 million civil servants in Budget 2012, in what is seen as an attempt to counter rising costs and keep their support ahead of the next general election expected within a year.

The Malaysian Insider understands the prime minister has asked the Finance Ministry to work out the cost of either option. The move is similar to former Prime Minister Tun Abdullah Ahmad Badawi's move in 2007, a year before calling polls.

Najib is also the finance minister and is due to table the Budget 2012 proposals on October 7.

The source pointed out that the Najib administration had paid out a half-month bonus to all 1.3 million civil servants and RM500 to 600,000 government pensioners ahead of Hari Raya last month amid public concern over rising inflation. The payout cost Putrajaya RM2 billion although the government usually gives a one-month bonus at the end of the year.

The civil service has always been seen as a bedrock of support for Najib's ruling Barisan Nasional (BN) coalition. However, his predecessor Abdullah's administration, lost badly in Election 2008 despite winning an overwhelming 91 per cent of Parliament four years earlier. Critics and analysts argued then that a combination of rising inflation and a push for civil liberties cut BN's support in the polls.

Najib is determined to turn around the coalition's fortunes and recently restarted his reforms agenda by announcing the repeal and revision of several security and media laws last Thursday, including the replacement of the Internal Security Act (ISA) with two other security laws that focus on terrorism, race and religion issues.

Anwar said past national budget allocations have led to "high deficits" and warned that the government could not afford to abuse federal funds to enrich its Barisan Nasional cronies.

Scorpenes Lawyer in London on Sept 30: Najib a Walking Time-Bomb For Umno

September 30 is a day Prime Minister Najib Razak and his advisers will mark on their calendars. It is the day that French lawyers will give the latest update on the Scorpenes kickbacks case involving shipmaker DCN, Najib, his close friend Razak Baginda and murdered Mongolian translator Altantuya Shaariibuu.

Cynthia Gabriel, director of Suaram, confirmed the date with Malaysia Chronicle, adding that French legal eagle Joseph Breham would head the presentation due to be made at a fund-raising dinner in London.

“Two reasons why London was chosen. One to tap the Malaysian disapora there as we need to raise a lot more funds to pay for legal expenses which will rise tremendously when the open court hearings begin. The other is of course, security. After Bourdon was deported from Kuala Lumpur, who would dare to come here. While Najib is PM, this is his territory, the lion’s den,” another Suaram source told Malaysia Chronicle.

Suaram is the Malaysian NGO that filed a complaint in the Parisian courts, seeking a probe against French firm DCN which it accused of having paid illegal commissions to Najib and other top Malaysian officials to secure the RM7.3 billion submarines deal. The NGO claims the kickbacks would have bloated the purchase price paid by Malaysian citizens, and top among the suspicious side-deals in the acquisition package is a RM570 million or 114 million euros service and support contract given to an obscure firm called Perimekar, which is controlled by Baginda.

The lion’s den and powerful hands

Another French lawyer appointed by Suaram, William Bourdon, had been unceremoniously deported by when he came to Malaysia to give three dinner presentations in July. Hours before the second presentation, and on the same day that Najib rushed home after cutting short an overseas vacation, Bourdon was sent back to Paris.

The lawyer was due to talk about the mystery ‘third person’ who had flown with Baginda and Altantuya to Macau during negotioations with DCN. It is widely suspected that this ‘third person’ was Najib Razak and once the documetary evidence such as plane tickets and bookings emerge, Najib’s downfall from power will be sealed. He had sworn on the Quran that he had never known Altantuya, so any contradiction to this claim would demand his resignation as leader of a predominantly Muslim nation.

Apart from corruptly accepting commission from DCN, Najib is alleged to have been romantically involved with Altantuya before introducing her to Baginda, who also became her lover. Four years after the deal was struck, Altantuya was murdered in Malaysia in 2006, after trying to get her share of commission from Baginda. Two of Najib’s former bodyguards have been sentenced to hang for her death.

Baginda too was charged for abetting the murder but he was controversially acquitted. But despite many trails leading back to Najib, who had sanctioned submarines purchase in his then capacity as Defense minister, powerful hands manipulated the Malaysian courts to clamp down on any testimony that was ‘damaging’ to Najib, thereby helping him to secure the prime minister’s seat in 2009.

On the political downcycle

With latest presentation in London and beyond Najib’s control, there is little he can do to stop ‘sensitive’ information from finally coming out. And this will worsen when open court hearings begin in Paris, most likely in October. The underperforming Malaysian PM is also on the downcycle within his own political party Umno, and the powerful hands that helped him during the Altantuya murder probe and trial in 2007 and 2008 are no longer so friendly. Chances are high that rival warlords will use the information to bolster their case for him to be removed as party president.

Najib’s popularity tanked an alarming 6 percentage points in August and there is a growing chorus in Umno and the BN coalition it heads for Najib to step down before snap general elections are held. And this is one of the key reasons why Najib, who once preferred to delay elections until the latest possible date, is now rushing for polls to be held in November. To wait would only give his rivals more room to maneuver his ouster.

“Najib is now a liability to Umno and BN because of his baggage from the past. Because of his scandals, he is a walking time-bomb and can bring further disaster to Umno and BN. The drop in popularity rating is only the tip of the iceberg,” PKR strategies director Rafizi Ramli told Malaysia Chronicle.

“There is also his mismanagement of the economy, the Bersih rally, the sodomy trial against Anwar Ibrahim, the dubious ISA repeals and the insistence that Malaya was never a colony. All these issues have boomeranged while his personal scandals have risen with the international media firms, his wife’s diamond ring and expensive overseas trips on public expense. All these seal his fate in Umno and his timespan as PM is now very limited”

McDonald: Anwar’s Case The Only Such One in The World

The Australian expert described Anwar Ibrahim’s case where the chemist managed to retrieve DNA after 56 hours from the rectum and left another 48 hours in the open, as one of the longest documented discoveries in the world if the results could be believed.

Dr Brian McDonald said it is extremely rare that you could find sperm after 113 hours in the rectum, he said in referring to a 1997 article shown to him two days ago by the prosecution.

"That case, along with the 1982 case (which earlier states sperm can be retrieved after 65 hours), are the only two documented. In 99.9 percent (of the cases), you cannot find sperm at all after such long hours.

"However, this (Anwar) case is the only one (that I know of) in the world where the sperm can be captured after 56 hours and given to the chemist two days later, where you can still find a good DNA sample," he said.

He was responding to questions from Ramkarpal Singh during re-examination today.

McDonald had two days ago concurred with suggestions by solicitor-general II Mohd Yusof Zainal Abiden, over the finding in the article titled ‘Sexual Assault and Semen Persistence’ written by GM Willot and JE Ellard.

McDonald said that to his knowledge and according to some journals, you can find a good DNA after the sample was retrieved from the rectum after eight hours.
