Kerajaan Tidak Menerima Projek Frigat oleh Bousted Naval Shipyard

Di dalam aspek pertahanan, Tentera Laut Diraja Malaysia (TLDM) sekarang mempunyai hanya dua kapal frigat kelas Lekiu yang bermampu beroperasi dengan anti-ship, anti-air dan anti-submarine dan kesemuanya beroperasi dalam satu kapal.

Memandangkan Malaysia mempunyai kawasan laut yang luas 614, 000 kilometer persegi, 4490 km panjang persisiran pantai dan menpunyai 561 pulau, dua kapal frigat sememangnya tidak mencukupi untuk mengawasi perairan kita.

Walaupun TLDM mempunyai dua buah Kasturi-class corvette dan empat Laksamana-class corvette, tapi kapal-kapal tersebut tidak setimpal dengan Frigat sebenar. Lagipun, dua Kasturi corvette yang dinyatakan itu telah mencecah umur matang dan tidak mampu berfungsi dengan sepenuhnya. Kasturi corvette kini sedang di dalam projek Ship Life Extension Program dan tidak dapat beroperasi dalam jangka masa berapa tahun ini.

Menurut maklumat yang diperolehi, TLDM sedang membina enam kapal peronda generasi baru (NGPV) dan bercadang membeli Frigat baru. Pada 2006, Kerajaan telah bagi LOI (letter of intent) kepada British BAE System untuk membina dua kapal frigat baru yang dipercayai akan menelan RM 5 billion. Oleh kerana kekangan ekonomi negara, projek ini telah ditunda, dan LOI itu juga sudah luput.

Menurut sumber, syarikat tempatan Boustead Naval Shipyard telah bercadang mereka satu kapal frigat untuk TLDM. Projek ini mengguna NGPV tersebut sebagai dasar, tetapi memanjang dengan ukuran dari 91meter ke 112 meter. Projek ini dipanggil FFG 112 dan dikatakan telah dicadangkan kepada TLDM. Sekiranya cadangan ini diterima, kerajaan memerlukan RM 5 billion yang mana ianya dibelanja di dalam negeri, bukan membeli dari luar.

Oleh itu, saya berharap agar pihak Kementerian Pertahanan lebih berhati-hati dan bertindak tegas dengan sebarang sumber kenyataan yang melibatkan kementerian terutama sekali dalam pembelian perkakas perang.

Soalan yang saya bawa ke pengetahuan Menteri Pertahanan di Dewan Negara pada 8 Jun 2010 adalah seperti berikut:

TUAN GWO-BURNE LOH [KELANA JAYA] minta MENTERI PERTAHANAN menyatakan apakah pendirian kerajaan terhadap projek frigat " FFG 112" yang dicadang oleh Bousted Naval Shipyard. Apakah kesusahan dan kebaikan menggunakan NGPV untuk dibangunkan sebagai Frigat.

Jawapan yang diterima Menteri Pertahana adalah seperti berikut:

Kerajaan tidak pernah menerima sebarang cadangan projek frigat " FFG 112" dari Bousted Naval Shipyard dan Kementerian juga tidak menyenaraikan projek frigat untuk perolehan dalam RMK-10.

Kapal Peronda Generasi Bagu (NGPV) sedia ada boleh ditingkatkan keupayaan berdasarkan konsep fitted for but not with kapal tersebut. Cabaran yang paling utama peningkatan NGPV adalah kemampuan peruntukan kewangan oleh kerajaan.

Sekiranya berjaya, NGPV akan berkeupayaan menyamai frigat untuk menangani peperangan 3 dimensi iaitu permukaan, udara dan bawah permukaan.

Pautan yang berkaitan dengan gambar yang gambar ketiga ialah FFG 112 yang dicadang oleh Boustead Naval Shipyard.

Dr Tan Kee Kwong Response to Najib’s Speech to Pekan Umno on 4 July 2010

Dear Dato Seri Najib,
I read from the NST today your speech to Pekan Umno with great interest. It is quoted you said”Don’t just help ourselves or our friends & party members,but put those who are poor & needy first. If we do this, the people will see Umno as being helpful to the people.” If you and Umno really mean it you will win the next GE hands down! Sir , how do you explain what happened in March 2008,ie the Political Tsunami right after the fantastic victory achieved by the BN in 2004? How do you explain the results of the recent Sibu by-election? In Sibu in addition to fighting the BN, PBB, SUPP the Pakatan Rakyat had to counter the many twists & turns of the SPR ie Elections Commission!

OFFSHORE PATROL VEHICLES(OPV’s)
This was way back in 1998. The timing was also very critical for Malaysia. At that time George Soros attacked the regional currencies of South Korea, Thailand, Singapore ,Indonesia, Malaysia etc. Also at that time Anwar Ibrahim was sacked as Finance Minister & Diam brought back as Finance Minister. Diam immediately awarded the very lucrative contract of RM5.2 billion to build six OPV’s to PSC Shipyard Berhad.  Later on we found out in the PAC of Parlaiment that before PSC even started the physical construction MOF gave PSC a cheque of ONE BILLION RINGGIT. As the PAC meeting went on we were shocked to find out that THREE POINT EIGHT BILLION was paid by MOF when not even ONE OPV was delivered to the Navy. I remember even the Umno members of the PAC committe were agahast! Then we went on to question the KSU of the Defence Ministry of the RM600 million unaccounted for. His reply was very clear & sharp, This RM600 miliion was used to pay the debts of his OTHER projects! Now I understand that the OPV contract is given to another company to finish at a total cost to the BN Government of 7.5 billion, a cost overrun of 2.3 billion. Is this what you mean by Rakyat di-utamakan? As far as I know no one has been charged, fined or jailed? How did this mess help the poor & needy?

TRENGGANU INVESTMENT AGENCY(TIA)
Riight after the political tsunami of March 2008, the political elites conjured up many ways to screw the the country. The thinking is at the next GE BN may not be in charge of the Federal Government of Putrajaya.
This TIA involves the payment of Wang Ehsan from Petronas to the State Government of Trengganu, roughly about 600 to 700 million per year. So some smart guy said, “Let us raise bonds worth FOUR billion & get Bank Negara & the Federal Government to back this bonds” And so they did in about end of 2008. I am relaibly informed that for a huge sum like this a commission of 3% is normally paid. In this case the commission paid was 12.5% What they did with the balance ie 3.5 billion was even more worse. They invested in a anak syarikat of a Saudi oil firm The only asset of this anak syarikat is a oil and gas company in Kazakstan!
I want to ask Najib and the Cabinet:
a. Wang Ehsan is meant to help the poor people of Trengganu, not for any other purpose,
            certainly not to misuse it & raise bonds?
b.Why was this abnormally high amount of 12.5% commission paid?
c.Is this investment in Kazakstan secure?
d.Which stupid fool ignores the first rule of investment ie put all 3.5 billion in only one 
            country & only one project. We learnt in PRIMARY school “don’t put all your eggs
            in one basket”

Long but not exhaustive list of scandals:
1.BMF in HK                                 4 billion
2. Bank Bumiputra bal out 2x
3. PKFZ                                       4.2 billion but may cost 10 billion
4. Perwaja Steel                           15 billion
5. MAS shares                              Govt bought at 8 ringgit when market price was 
                                                    3.5 ringgit
6. School claasrooms &
       computer labs                         10 billion ,direct nego., how much did the Government
                                                          Actually get?
7. Halal Hub                                   2 billion spent, nothing done, only 200 million left
8. Armoured carriers                       8 billion going to be spent, By industry standards a 
                                                          good armoured car will only cost half a million,
                                                          Mindef will spend 30 million for each armoured
                                                          carrier!

In conclusion,
Mr Prime minister , is this what you mean by Rakyat Di-utamakan? In your own words, how are all the scandals mentioned above going to help the poor and needy? Please explain to all the Rakyat jelata.

Polis Dah Jadi Ketua Cawangan Umno

Pihak polis sudah menjadi seperti ketua cawangan Umno apabila pantas menyiasat isu tajaan terhadap Raja Petra Kamaruddin berbanding pendedahan penyelewengan dan salah guna kuasa dalam kerajaan, kata Datuk Seri Anwar Ibrahim.

Ketua Umum PKR itu berkata, pihak berkuasa sepatutnya menyiasat terlebih dahulu dakwaan penyelewengan dan salah guna kuasa dalam kerajaan seperti yang didedahkan Pakatan Rakyat berbanding isu tajaan tersebut.

“Respons polis banyak terhadap kenyataan politik. Pasal politik dia cepat, dia dah jadi macam ketua cawangan Umno," katanya ketika ditemui di Parlimen hari ini.

Beliau berkata demikian sebagai mengulas dakwaan pemimpin Umno bahawa pengendali laman web Malaysia Today itu ke United Kingdom atas tajaan PKR.

Ianya ekoran penyiaran gambar Raja Petra bersama Pengerusi Majlis Pimpinan PKR Wilayah Persekutuan, Datuk Zaid Ibrahim.

“Raja Petra jawab, dia sedang cari dana untuk Pakatan rakyat.

“Polis patut siasat dana negara yang sudah hilang banyak akibat rasuah dan penyalahgunaan kuasa," katanya lagi.

Sebelum ini, Menteri di Jabatan Perdana Menteri, Datuk Seri Nazri Aziz mendakwa kerajaan mempunyai bukti Raja Petra dibiayai PKR.

Perdana Menteri, Datuk Seri Najib semalam pula memberitahu menyerahkan perkara tersebut kepada pihak berkuasa untuk disiasat.

Malaysia Gov’t Suspends Opposition Party’s Newspaper

Malaysian authorities suspended an opposition party’s newspaper for allegedly publishing false news that could incite public unrest, officials said Friday, amid growing concerns the government was stifling criticism.

Suara Keadilan, or Voice of Justice, the weekly publication of opposition leader Anwar Ibrahim’s People’s Justice Party, has faced government censure over a recent article in which it claimed the state-run land development agency was in severe financial trouble.

The Home Ministry decided not to renew the paper’s printing license, which expired Wednesday, ministry official Zaitun Abdul Samad said in a statement. All Malaysian publications need government-approved permits that must be renewed annually.

The ministry said earlier this week the publication’s article was baseless and could trigger public tensions.

Dzulkarnain Taib, Suara Keadilan’s editor, said he would abide by the ruling for now, but would appeal the suspension. He defended the article as “fair comment” by the newspaper, which has a circulation of 100,000 copies.

“We want people to think,” he said. “It seems that the government wants everyone to accept everything. They don’t want alternative views … The government is under tremendous pressure right now because people demand to know the truth.”

The People’s Justice Party is part of a three-party alliance that hopes to seize power from Prime Minister Najib Razak’s ruling coalition in elections due by 2013.

Opposition leaders have accused Najib’s administration of increasing censorship. Officials last week banned three political cartoons that criticized the government, saying they posed a security threat.

Most of Malaysia’s main newspapers and TV stations are owned or linked to parties in Najib’s ruling coalition.

13th GE: Malaysia Needs A New Federal Government

Time to get prepared and be ready for the 13th general election. Let us begin the campaign to call for a NEW FEDERAL GOVERNMENT and oust the racist, arrogant and corrupt Umno-BN from holding on to power.

I have grown up and am old enough to see through the deceit and lies festered by Umno-BN in the past decades through their suppressive, undemocratic, racism, corrupt and arrogant ruling system.

Many Malaysians still do not care two hoots about the importance of voting for a government that will really care more for the rakyat and nation, rather than individual leaders and personal gains. They are so easily swayed and simply accept promises that are left unfulfilled most of the time. It is time for Malaysians from all walks of life to grow up, just like me, and vote in a NEW FEDERAL GOVERNMENT.

After having suffered a huge loss at the 12th GE, Umno-BN has still not changed even though they keep on talking about change. What kind of change are they talking about when they can still hold the rakyat at ransom.

They talk about transparency and yet most government contracts, projects and policies are still classified under the Official Secret Act (OSA).

They talk about fairness and equality to all Malaysians under the NEM but they retained the NEP, bundled and muddled up within the NEM.

They talk about Malaysian First in the 1Malaysia concept but maintain that Malays and ketuanan melayu are still first before others.

They talk about democracy and freedom of speech but there is no guarantee of freedom after speech.
They talk about impartial application from the various institutions but what you see are biased actions towards the opposition and those critical of the ruling government.

They talk about fighting corruption but they still bribe their way through in by-elections, “You help me, I help you”, you wanted the money, I wanted my candidate to win.

The above are just a recent summary of what they talk about but have no intention to actually implement. As usual, they talk more than they walk.

With this generalisation, let’s kick-start the 13th General Election campaign with the theme:

MALAYSIA NEEDS A NEW FEDERAL GOVERNMENT BY VOTING IN PAKATAN RAKYAT WHICH MAY NOT BE 100% PERFECT BUT SURELY 100% BETTER THAN RACIST UMNO-BN.

I am not a politician but just an ordinary Malaysian rakyat who wants to see that we vote in a New, Clean and Fair Federal Government that is willing to serve the country and rakayt first, with integrity and sincerity.

Pakatan Fail Usul Tergempar Permit Suara Keadilan

Pakatan Rakyat akan memfailkan usul tergempar di Parlimen hari ini untuk membahaskan tindakan kementerian dalam negeri tidak memperbaharui permit akhbar Suara Keadilan.

Selain itu, PKR akan turut mempertahankan laporan akhbar itu yang mendedahkan kepincangan Felda di mahkamah dan tidak akan memohon maaf kepada Felda.

Menurut TV Selangor, ahli parlimen Subang, Sivarasa Rasiah berkata pihaknya mempunyai cukup bukti untuk mempertahankan laporan Suara Keadilan itu.

Justeru, beliau menggesa kerajaan menghentikan usaha untuk membisukan PKR serta akhbar miliknya itu.

Sivarasa (kanan, bertali leher merah) berkata, tindakan KDN tidak memperbaharui permit Suara Keadilan dilakukan dengan niat untuk membisukan lidah PKR daripada terus mendedahkan isu-isu kepentingan umum.

Tindakan terbaru kementerian itu harus dibahas oleh parlimen kerana ia menyentuh isu-isu kebebasan hak bersuara dan media serta maklumat yang membabitkan kepentingan awam.

"Usul isu Suara Keadilan ini difailkan untuk dibantahkan kepada pergantungan ini dan untuk mendesak Menteri meluluskan serta merta penerbitan ini yang tidak cuba menggugat atau menghalang suara kita daripada PKR.

"Kita nampak pergantungan Suara Keadilan ini, khususnya Najib, Perdana Menteri sekarang khuatir tentang perkara itu berhubung isu Felda yang dibawa oleh Pakatan Rakyat dan mereka nampak Suara Keadilan telah membawa banyak isu dan fakta," katanya.

Beliau berkata usul yang akan difailkan oleh ahli parlimen Gombak, Azmin Ali.

Ditanya mengenai tindakan Felda menyaman Suara Keadilan bersabit laporan ini, Sivarasa berkata PKR akan mempertahankan segala laporan akhbar itu yang mendedahkan kepincangan dan salah urus wang Felda.

"Peguam Felda telah menghantar satu surat kepada Suara Keadilan dan PKR akan melantik peguam untuk menjawap dan kita sudah bagi jawapan iaitu kita sanggup mempertahankan apa jua yang diterbitkan oleh Suara Keadilan dan sebagai pandangan yang munasabah apabila rizab Felda merosot dengan merisaukan," katanya.

Global Coalition Urges Malaysia to Ratify the Rome Statute

Says ICC Accession should be a Priority to Ensure Accountability

The Coalition for the International Criminal Court (CICC)—a global network of more than 2,500 non-governmental and civil society organizations—called on Malaysia to demonstrate its commitment to international justice and the rule of law by acceding to the Rome Statute of the International Criminal Court (ICC). The CICC has chosen Malaysia as the target for its July 2010 Universal Ratification Campaign (URC), a monthly campaign launched to encourage countries to join the Court.

In a letter dated 1 July 2010 to Prime Minister The Hon. Dato’ Sri Mohd Najib bin Tun Abdul Razak, the CICC urged Malaysia to accede to the Rome Statute—the founding treaty of the first permanent international court capable of trying perpetrators of genocide, crimes against humanity, and war crimes. With Bangladesh's ratification in March 2010, 111 states have now acceded to or ratified the treaty, and 139 are signatories.

The CICC advised the Prime Minister to continue prioritizing accession of the Rome Statute in order to ensure that progress towards Malaysian accession to the Rome Statute is not lost. William Pace, Convener of the Coalition for the International Criminal Court, encouraged Malaysia to demonstrate its commitment to the rule of law: "Our CICC members in Malaysia have great respect for democracy and the rule of law. We believe the government of Malaysia can advance these principles and continue to set an example nationally and throughout Asia by ratifying the Treaty for the International Criminal Court." The CICC's renewed call for Malaysia's accession follows the conclusion of the first Review Conference of the Rome Statute that took place in Kampala from 31 May to 11 June 2010.

Furthermore, the CICC applauds the remarks of Mr. Mohamed Nazri, Minister of Law and Parliamentary Affairs of Malaysia, during his speech at the Sixth Consultative Assembly of Parliamentarians for Global Action's ICC and the Rule of Law section on 27 – 28 May 2010, as he expressed, "Malaysia cannot fail in its duty to stand with the rest of the world in ending impunity." Mr. Nazri further urged Asian countries to "stand in the forefront of this endeavor to transform the 'culture of impunity' into a 'culture of responsibility.'"

Evelyn Serrano, CICC Asia Regional Coordinator, stressed that "Malaysia’s accession to the Rome Statute can have a significant impact on other countries in the region, particularly in the ASEAN and other inter-governmental bodies such as the Organization of the Islamic Conference (OIC), where Malaysia plays an active role.”

Once Malaysia joins the Court, the under-represented Asia/Pacific region will have a much stronger voice at the ICC and can participate in a more meaningful manner. Currently, only seven Asian states—Afghanistan, Bangladesh, Cambodia, Japan, Republic of Korea, Mongolia, and Timor-Leste—are member states of the Court. Malaysia's accession will spur other states in the region to join the growing global movement for accountability for the most serious crimes.

As a state party, Malaysia would be able to actively participate in the annual Assembly of States Parties (ASP) of the ICC during which states make important decisions in relation to the administration of the Court, including the election of judges and prosecutors.

There are currently 111 ICC States Parties. Central to the Court's mandate is the principle of complementarity, which holds that the Court will only intervene if national legal systems are unable or unwilling to investigate and prosecute perpetrators of genocide, crimes against humanity, and war crimes. There are currently five active investigations before the Court: the Central African Republic; the Democratic Republic of the Congo; Darfur, the Sudan; Uganda, and Kenya.
