Saya serta bagi pihak kakitangan Pejabat Khidmat ADUN Seri Andalas serta keluarga ingin mengucapkan selamat menyambut Hari Raya Aidil Adha kepada semua umat Islam yang menyambutnya.

Aidil Adha adalah perayaan yang diraikan stiap tahun oleh umat Islam. Semoga pada perayaan kali ini, sambutan diraikan dengan penuh makna, disambut dengan gembira dan dengan kesyukuran.

Kepada mereka yang membuat perjalanan pulang ke kampung pandulah dengan berhemah, semoga anda selamat sampai ke destinasi yang dituju dan selamat pulang kembali.

Dengan ingatan tulus dan ikhlas, selamat menyambut Aidil Adha.

Viewpoint: IGP's Shootout Offer to MP is Unprofessional and Absurd

I refer to the IGP's challenge to KEADILAN Vice President, YB N. Surendran to accompany the police on a 'shoot out' with alleged criminals.

This is an irresponsible and unacceptable challenge by Tan Sri Khalid Abu Bakar to a sitting Member of Parliament who has raised legitimate concerns on the 'shoot first' policy of the Home Minister.

Instead of issuing such challenges, the IGP should address the concerns of all Malaysians over the shocking admissions made by Dato' Seri Dr. Ahmad Zahid Hamidi over the past week. His statements are tantamount to an admission that suspects were being deliberately shot dead by police.

Further, it is very disturbing that the IGP has asked N. Surendran to sign an indemnity absolving the police for any 'mishaps' that may happen when he accompanies the 'shoot- out' team. Is the IGP asking N. Surendran to sign his own death-warrant? Why are the police so quick to absolve themselves of liability, although the IGP himself had made the offer to N. Surendran?

We have never disputed that our law enforcement officers put themselves at risk, and we deeply appreciate their sacrifices. What we do dispute is any use of excessive force by police and the illegal, high-handed and criminal 'shoot first' policy.

The effective and professional way to address these issues is by establishing a body like the IPCMC to ensure that the police follow prescribed SOPs and that errant personnel are appropriately dealt with. Instead, the IGP issues an arrogant and outrageous challenge to an elected representative of the people.

His behaviour is totally unbecoming that of the head of the Royal Malaysian Police Force and we must remind him that while the position comes with immense power, it also carries grave responsibilities.

Kelas Membuat Kek DUN Seri Andalas Terus Dapat Sambutan

Taman Sentosa, 12 Oktober 2013 - Kelas membuat kek anjuran Pusat Wanita Berdaya DUN Seri Andalas terus mendapat sambutan. 

Pada hari ini seramai 28 orang wanita telah menyertai kelas kek yang kelima dengan tema coklat dan mempelajari tiga jenis kek coklat dengan tiga jenis icing. Masing-masing menerima sijil pada akhir kelas.

Kelas telah diadakan di Bilik Gerakan DUN Seri Andalas dari jam 1.30 petang hingga 5.30 petang. YB Dr Xavier Jayakumar hadir melihat perjalanan kelas dan sempat merasai kek-kek yang dihasilkan.

Jom Shopping Raya Bantu Persiapan Raya Peserta

Kampung Jawa, 12 Oktober 2013 - Pejabat Khidmat ADUN Seri Andalas pada hari ini mengadakan program Jom Shopping Raya bersempena dengan Aidil Adha yang bakal menjelma.

Seramai 116 peserta layak yang dipilih telah dipanggil untuk diberikan baucar untuk dibelanjakan di pasaraya Econsave di Kampung Jawa.

Hadir dalam program tersebut adalah YB Dr Xavier Jayakumar selaku ADUN Seri Andalas, Encik PS Rajoo, Ahli Majlis MPK, Encik Abdul Manaf, Ahli Majlis MBSA dan Ketua Kampung, Tuan Haji Miswan.

Program Jom Shopping telah diperkenalkan oleh Kerajaan Negeri Selangor sejak ditadbir Pakatan Rakyat sebagai salah satu inisiatif Merakyatkan Ekonomi Selangor dan menjaga kebajikan rakyat.

YB Dr Xavier Jayakumar berharap program pada hari ini dapat sedikit sebanyak membantu para peserta untuk persiapan pada Aidil Adha yang bakal menjelma. Beliau mengucapkan terima kasih dan penghargaan kepada semua sukarelawan yang hadir membantu menjayakan program pada hari ini.

Belanjawan Lebihan Di Era Anwar, Defisit Teruk Di Era Najib

PETALING JAYA, 12 OKT : Malaysia dilaporkan menikmati belanjawan lebihan (surplus) antara tahun 1993 hingga 1997, iaitu semasa Datuk Seri Anwar Ibrahim dilantik sebagai Menteri Kewangan, kata Pengarah Eksekutif Institut Rakyat, Azrul Azwar Ahmad Tajudin.

Beliau berkata, dalam tempoh itu negara berjaya mencatat lebihan RM6.6 bilion, iaitu nilai tertinggi yang pernah dicapai dalam bajet tahunan.

Bagaimanapun katanya, prestasi kewangan negara menjunam ke paras defisit yang teruk pada tahun 2009 semasa Perdana Menteri, Datuk Seri Najib Razak mengambil alih tampuk pemerintahan.

"Defisit paling teruk pernah dicatatkan pada tahun 2009 iaitu sejumlah RM47.4 bilion manakala dari segi peratusan kepada Keluaran Dalam Negara Kasar (KDNK) ialah 9.7 peratus.

"Sejak 2009, kita lihat perbekalan tambahan paling kurang dua kali setahun hingga menyebabkan perbelanjaan keseluruhan meningkat hampir RM260 bilion sehingga kini," katanya semasa sesi Forum Laporan Audit Negara : Kepincangan Urustadbir, Ketirisan dan Rasuah di Dewan Sivik Majlis Bandaraya Petaling Jaya (MBPJ), di sini malam tadi.

Laporan audit yang dibentangkan baru-baru ini menunjukkan beberapa pembaziran dan ketirisan melampau antaranya, projek menambahbaik Lapangan Terbang Antarabangsa Kota Kinabalu; projek mewujudkan Malaysian Emergency Response Services (MERS) 999 oleh Kementerian Penerangan, Komunikasi dan Kebudayaan; projek pembentungan negara dan kelewatan mengutip cukai oleh Lembaga Hasil Dalam Negeri (LHDN).

Agensi penarafan kredit, Fitch Ratings pada Ogos lalu turut meletakkan unjuran penarafan kredit Malaysia daripada stabil kepada negatif serta mempersoalkan langkah kerajaan yang mengabaikan reformasi kewangan terutamanya selepas berakhir pilihan raya baru-baru ini.

Azrul berkata, hutang negara kini mencecah RM500 bilion dengan peratusan KDNK sebanyak 35 peratus sehingga hujung tahun 2012.

Menurutnya lagi, tiada jaminan daripada Kerajaan Pusat untuk berbelanja secara berhemah kerana perbekalan tambahan dikeluarkan sekurang-kurangnya dua kali setahun sejak 2009.

"Kita akan sukar untuk kekalkan hutang negara di bawah 55 peratus pada setiap masa kerana tiada sebarang reformasi fiskal dilakukan oleh kerajaan," katanya lagi.

At Every Level, Government Shows Blatant Disregard in Spending of Public Funds, Anwar Tells Forum

The Barisan Nasional government is worse than pirates of old, finding new ways to take the people's hard-earned money, opposition leader Datuk Seri Anwar Ibrahim said today.

"The government is full of leakages, wastage and embezzlement, otherwise how can an officer go to Switzerland just for a few days and rack up a RM300,000 expense bill? It seems that from top to bottom, everyone is just waiting for a chance to spend public funds."

"Those at the top spend on submarines, those in the middle spend on cows and those at the bottom spend on watches. But at all levels of the government, they do not hesitate to waste public funds the moment they spot an opportunity," Anwar said, drawing huge applause from an appreciative audience.

Anwar painted a tale where in the old days, pirates used to attack and rob villages once a year during harvest time. The pirates will leave the villages untouched for 11 months of the year as they only came during harvest time.

"But fast forward to the present, the modern pirates are still robbing and they are doing it in a sophisticated and insidious manner. They rob every minute without anyone realising it and it is daylight robbery," he said, estimating that the minimum amount lost based on the outcome of the 2012 Auditor-General Report was RM21 billion.

Anwar, Serdang MP Ong Kian Ming and research consultant Azrul Azwar Ahmad Tajudin were the panel speakers at a forum held at the Petaling Jaya Civic Centre tonight.

They were discussing the leaks, wastage and embezzlement revealed in the 2012 Auditor-General Report.

"Penang and Selangor have been managed well, to the extent that there is an excess of funds. I have constantly reminded the states governed by the Pakatan Rakyat that they must be thrifty and to spend within their means," Anwar said.

"But the Barisan Nasional government does not bother to live by these principles. They can actually spend RM67.6 million on National Youth Day celebrations. They also paid RM100,000 to Umno Youth and bloggers to promote the event," Anwar claimed.

"This is sick, pathetic and despicable behaviour by the government! All this talk about the rights of Malays being threatened, the survival of Malays is at stake, it is all absolute rubbish!" said Anwar, adding that the affirmative action policies for the Bumiputera is just an excuse for Umno to make the elite even richer while ordinary citizens remain poor.

He compared Malaysia with the United States, saying that in the US, 95% of the country's wealth was shared between 1% of its population. He said the same thing was happening in Malaysia.

"What the country needs is a strong leader who will say this nonsense must stop, no more blunders. Someone who will put an immediate stop to the wastage, leaks and embezzlement," he told a 400-strong audience.

"Presently, it seems that with the Umno general assembly around the corner, it is very hip to attack the Chinese. The more you attack the Chinese, the more support you generate among the Umno members," Anwar said.

In his presentation, Ong said the government could save up to RM30 billion if they adopted some of the suggestions mooted by the Auditor-General in his report.

Among the suggestions made by Tan Sri Ambrin Buang were compensation paid by contractors to the government if construction was delayed.

"Government contracts should be offered in an open tender process and in a transparent manner. The Malaysian Anti-Corruption Commission (MACC) should investigate cases where contracts have been awarded to companies who have no experience."

Azrul Azwar proposed several measures for the government to increase its revenue and reduce its fiscal deficit. This includes raising taxes on gaming, alcohol and tobacco. He also proposed higher income tax for those who earned RM1 million annually.

Azrul Azwar said the introduction of capital gains tax could net the government between RM8 billion and RM10 billion annually in income. He also suggested a potentially unpopular move, which was to freeze the intake of civil servants as the civil service was bloated.

"Malaysia has one of the highest ratio of civil servants to the population compared with other countries in the Asia-Pacific. Most countries have a ratio of 1% to 2% of the country's population but Malaysia's ratio is 4.7%."

Surendran Accepts Offer, Ready to be in the Line of Fire with Police

Parti Keadilan Rakyat vice-president N. Surendran is ready to don body armour and accompany police and risk experiencing first-hand a shootout with criminals.

He was quoted by Malaysiakini as saying that while he was not sure about the offer by Inspector-General of Police Tan Sri Khalid Abu Bakar, he was prepared to accept the invitation.

"If Khalid is serious, then I am prepared to accept the offer. I am willing to put myself in the line of fire with the policemen who are subject to similar risks," Surendran told the portal.

Khalid made the offer in a Twitter posting last night in the wake of mounting criticisms of the police's alleged indiscriminate shooting of criminal suspects.

Khalid had said Surendran, the Padang Serai MP, would be provided with adequate protection in the form of a body armour should he accept the invitation.

Surendran, a rights lawyer and vocal critic of the police force who has taken up cases related to custodial deaths and police brutality, said he was willing to accept the risks in the interests of creating a better criminal justice system.

Khalid told Malaysiakini that his offer was genuine, and was made so that Surendran could see for himself the risks faced by policemen in keeping the country safe.

However, he said the offer was contingent on Surendran signing an indemnity agreement in the event of any "mishap".

"I have issued the directive that Surendran be inserted in the coming operations involving armed criminals," Malaysiakini reported, quoting Khalid's Twitter posting.

"Surendran, please contact the Criminal Investigation Department director, whenever you are ready for sizing your body armour and signing the indemnity document."

The issue of police shooting took centre stage recently after the controversial remark by Home Minister Datuk Seri Ahmad Zahid Hamidi urging police to "shoot first" at criminal suspects.

Ahmad Zahid had since backtracked on his statement, denying that he had called for extrajudicial killings.

Khalid has also dismissed allegations that his men were trigger-happy.

Even amid the controversy, seven suspected criminals were shot dead by police in two separate incidents in Ipoh and Kuala Lumpur.
