Hardcore poor aid recipients found with satellite dishes and cars

PETALING JAYA: Recipients of Rubber Industry Smallholders Development Authority's (Risda) housing aid for the hardcore poor were found to have Astro television dishes and cars.

The Auditor-General's Report said this had cast doubt on the eligibility of the recipients.

The report, which showed pictures of homes with satellite dishes and cars, said Risda had approved 6,033 out of 12,708 applications for homes under the hardcore poor programme up to December last year.

It recommended Kemas (Community Development Department) to review the list of all recipients of the hardcore poor housing aid.

The report also stated that the recipients had also requested that their previous houses not be demolished while contractors did not want to incur demolition work costs.

It also said some hardcore poor aid recipients in Selangor and Terengganu had not occupied the houses allocated to them.

Among the reasons the houses were not occupied was that they were far from workplaces.

In its response, the Treasury said the Rural and Regional Development Ministry had decided on March 18 this year that the recipients' old houses need not be demolished.

"Risda is responsible to build new houses and find suitable recipients.

"It is not under the agency's jurisdiction to ensure the houses are occupied by the recipients," said the Treasury.

The report also said almost 96% out of 341 recipients who received housing aid meant for the hardcore poor were not in the intended target group.
