2,200 Arab Scholars, Politicians, and Activists Issue Appeal for Human Rights and Democracy in the Arab World

Washington – January 27, 2011 – In the Aftermath of the Tunisian revolution, and the beginning of a popular uprising in Egypt, more than 2,200 Arab scholars, politicians, and activists – from over 20 Arab countries – issued today an “URGENT APPEAL” for the defense and consolidation of human rights and democracy in the Arab World.

“The Casablanca Call has been endorsed by leading thinkers and politicians from the Arab World, from all political leanings and persuasions, from the leftists and secularists to moderate Islamists and the Muslim Brotherhood, agreeing that democracy and human rights are an “absolute necessity” for the Arab world today”, sais Radwan Masmoudi, President of the Center for the Study of Islam and Democracy (CSID), and convener of the Casablanca Conference on Human Rights and Democracy.

“The Tunisian revolution has shattered several myths: the myth of Middle Eastern democratic exceptionalism, the myth of achieving economic reform without political liberalization, and the myth that western backing of autocratic regimes in the region will maintain stability and protect western strategic interests”, said Emad El-Din Shahin, Professor of Religion, Conflict and Peacebuilding at the University of Notre Dame, and one of the drafters of the Casablanca Call.

Included below is the text of the Casablanca Call:

The Casablanca Call for Democracy and Human Rights

We, the signatories to this call, as politicians, intellectuals and civil society advocates, believe that the achievement of democracy and the embodiment of human rights in the Arab world is an absolute necessity and requires a broader engagement of all citizens and political and social forces. We observe, with great concern, the dramatic and alarming backsliding of political reforms in the Arab world, due to several structural obstacles since the beginning of the new century. We hereby appeal to all parties concerned with the future of democracy – governments, civil society institutions, political organizations, trade unions, and the media – in the belief that the achievement of real and effective reforms is the responsibility of all parties.

We affirm that confronting the various obstacles that continue to prevent the achievement of a peaceful transfer of power requires the following:

1- An immediate undertaking of profound and effective political reforms that respect the rule of law and institutional integrity based on the principle of separation of powers. This must be done in accordance with the principle of peoples’ sovereignty, respect for human rights and freedoms, and by confirming the ballot box as the only legitimate method of achieving a peaceful transfer of power, and ensuring the transparency of the electoral process, accepting its results, and enhancing the efforts of independent monitors in accordance with international standards;

2- Protection of an independent judiciary as a top priority for democratic change, as a prerequisite for the protection of human rights and freedoms, and as the guarantor for the supremacy of the rule of law and state institutions;

3- The immediate release of all political prisoners – numbering in the thousands in various Arab prisons – and putting an end to political trials of any kind, torture of political opponents, and the practice of kidnapping;

4- Enabling and encouraging political parties and trade unions to engage in their right to organize freely, use all available media outlets, take advantage of public funding, and be free of any interference of the state apparatus in their affairs;

5- Acknowledgment of the right of civil society organizations to perform their advocacy roles freely and effectively, having their independence and privacy duly respected, their internal affairs not disrupted, and their sources of financial support kept open and active. We call upon all Arab governments to engage with civil society organizations in real a partnerships to achieve sustainable human development and to empower women and youth to take part in the development process;

6- Guarantee of freedom of expression, free access of the media and journalists to information and news sources. The respect for the independence of journalists’ syndicates and allowing them to disseminate information and opinion without censorship, and undue administrative, or judicial pressures, and the abolishment of the imprisonment penalty in cases against journalists;

7- Development of mechanisms to ensure the neutrality of state institutions and their placement in the direct service of their constituents regardless of political allegiances, and without interference in the affairs of political parties and civil society organizations;

8- Mobilization of all forces and efforts to comply with good governance, political integrity and transparency, and combating corruption as an unethical social, political, and economic phenomenon that has turned administrative corruption into a system for administering corruption. We believe this undermines development efforts, drains national resources, and threatens social peace;

9- Summoning of the private sector to play its role in the contribution to political reforms, the preservation of freedoms and to strive for social justice, affirming the strong link between development and democracy, and ensuring transparency and free and fair competition;

10- Supporting efforts to achieve national reconciliation and unity and avoid the dangers that threaten unity, and feed the sectarian, religious, ethnic, and political conflicts that destabilize Arab states and societies;

11- Appealing to democratic forces in the entire world to put pressure on their own governments to refrain from supporting non-democratic regimes in the Arab world, and from adopting double standards in their relations with Arab regimes;

12- Reaffirmation of the interconnectedness of political reform with the renewal of religious thought, which requires support for, and expansion of, the practice of ijtihad in a climate of complete freedom of thought, under democratic systems of government. Furthermore, we support the dialogue that began several years ago between Islamists and secularists at the local and regional levels and emphasize the importance of continuing such endeavors in order to provide solid ground for the protection of democracy and human rights from any political or ideological setbacks.

Malaysia Negara Rasuah

RAKYAT Malaysia boleh melihat dengan jelas betapa Umno-Barisan Nasional begitu takut pengaruh di kubu kuat mereka iaitu di Johor terhakis.

Rakyat yang menjadi pengundi dalam Pilihan Raya Kecil Dun Tenang, Labis bakal menjadi saksi, bagaimanakah caranya Umno-BN hendak mengekalkan kuasa mereka.

Rakyat sudah lihat bagaimana Perdana Menteri yang hampir tidak pernah turun padang menjengah PRK, kini berkunjung lebih awal dengan menabur pelbagai janji.

Janji PM bukannya sedikit. Ia mencecah ribuan juta ringgit, kononnya kerajaan begitu prihatin untuk membantu rakyat, khususnya di kawasan Felda yang memerlukan bantuan. Kononnya hendak membantu rakyat yang kesusahan.

Untuk apa dijanjikan semua peruntukan besar itu sekarang? Mengapa tunggu PRK Tenang baru hendak ditabur segala janji-janji manis Umno-BN sekarang ini?

Bukankah sejak merdeka Umno-BN yang memerintah Johor? Jika masih ramai rakyat yang kesusahan dan miskin, ianya adalah salah kerajaan yang gagal menyempurnakan tugas mereka. Yang gagal itu adalah kerajaan Umno-BN.

Oleh kerana itu, sudah tentu, tidak lain dan tidak bukan, semua janji-janji yang ditabur, hanyalah untuk memancing undi dalam pilihan raya.

Untuk apa Umno-BN mahu merasuah rakyat jika mereka benar-benar sebuah parti yang kuat. Untuk apa Umno-BN terpaksa mengeluarkan peruntukan yang besar jika Johor itu kubu kuat mereka?

Selama ini, rakyat diperdaya dengan momokan Umno-BN, yang mendakwa mereka parti Melayu yang kuat dan mempunyai jutaan ahli serta penyokong.

Hakikat sebenar tidak begitu. Umno-BN bukannya parti yang kuat. Mereka hanya kelihatan kuat kerana didokong oleh media talibarut yang bertugas siang malam menutup kelemahan mereka.

Mereka hanya kelihatan kuat kerana seluruh jentera kerajaan dikerah dan dipergunakan untuk memastikan sokongan rakyat terhadap mereka tidak tergugat.

Oleh itu tiada cara lain untuk Umno-BN mendapat sokongan rakyat, selain dengan merasuah mereka dengan pelbagai projek, kemudahan, ganjaran kewangan dan sebagainya.

Jelasnya rakyat yang menyokong Umno-BN bukan kerana idealisme, bukan kerana perjuangan nasionalisme Melayu yang dibawa Umno, tetapi kerana kepentingan materialisme.

Rakyat yang berfahaman materialistik adalah mereka yang mempunyai fikiran yang amat singkat.

Mereka mengizinkan diri untuk menjadi mangsa kerakusan pemimpin Umno-BN, yang sebenarnya mengunakan wang rakyat untuk merasuahkan rakyat kembali.

Umno mempergunakan ideologi nasionalis untuk memerangkap rakyat yang materialis. Nasionalisme adalah alat Umno-BN untuk mengaburi mata rakyat.

Idealisme nasionalis dalam Umno sudah lama terkubur. Yang tinggal hanyalah perjuangan merebut kuasa, takhta, harta dan wanita semata-mata.

Kita menyeru rakyat Malaysia, khususnya di Tenang, supaya menyedari bahawa gejala rasuah yang melampau akibat ketamakan kuasa Umno-BN akan merosakkan negara.

Kita Pakatan Rakyat mencabar Umno-BN, jika mereka ‘anak jantan’ mari bertarung di gelanggang terbuka secara gentleman. Jangan main ‘curi ayam’.

Pakatan Rakyat menggesa rakyat menolak parti perasuah, menolak gejala rasuah, menolak sebarang unsur rasuah, kerana ianya menghancurkan agama, bangsa dan negara.

Gejala buruk akibat rasuah ini hanya akan terhapus sepenuhnya, apabila kuasa Umno-BN dilenyapkan dari muka bumi Malaysia yang tercinta ini.

Umno Diingat Jangan Perkecil Kebijaksanaan Sultan

Ketua Pembangkang Malaysia, Datuk Seri Anwar Ibrahim menasihatkan pimpinan Umno BN agar jangan sesekali memperkecilkan kebijaksanaan Sultan dan Raja-Raja Melayu.

Menurutnya, tindakan pimpinan Umno BN memainkan isu Raja-Raja Melayu demi kepentingan politik seolah-olah memperkecilkan minda dan kebijaksanaan sultan dalam menilai sesuatu perkara.

"Raja-raja Melayu dan sultan tahu, siapa yang benar-benar membela dan berjuang mengembalikan hak dan peranan Tuanku. Tindakan pimpinan Umno BN memainkan sentimen ini dengan demonstrasi dan pelbagai kenyataan yang mengelirukan rakyat merugikan rakyat Malaysia secara keseluruhan," katanya pada sidang media selepas berucap di Forum Subsidi : Bebankan Negara atau Bebankan Rakyat di Kelab Shah Alam, Shah Alam hari ini.

Sehubungan itu, beliau memuji tindakan kerajaan Selangor yang dipimpin Menteri Besarnya, Tan Sri Abdul Khalid Ibrahim yang berusaha untuk meminda perlembagaan negeri bagi mengembalikan kuasa dan peranan sultan di negeri itu.

"Tahniah diucapkan kepada Tan Sri Khalid Ibrahim dan kerajaan negeri Selangor yang tetap berusaha mengadakan pindaan undang-undang walaupun berterusan diganggu dan dihalang oleh pimpinan Umno BN.

"Pimpinan Umno BN kononnya berjuang untuk Raja-raja Melayu tetapi merekalah yang menghilangkan kuasa raja-raja Melayu sejak 1993.

"Walaupun usaha untuk meminda undang-undang (perlembagaan negeri) itu tidak berjaya, sekurang-kurangnya ada usaha (kerajaan negeri) ke arah itu," ujarnya.

Semalam, kerajaan Selangor tidak berjaya meminda undang-undang tubuh negeri bagi mengembalikian kuasa kepada Sultan dan menteri besar dalam pelantikan tiga jawatan tertinggi negeri.

Selepas pengundian dijalankan, hanya 34 ADUN mengundi bersetuju dengan pindaan itu manakala 20 lagi mengundi menentangnya. Kerajaan Selangor memerlukan 38 undi (sokongan 2/3) bagi membolehkan undang-undang itu diluluskan.

BN mempunyai 21 kerusi yang mana kesemuanya menolak cadangan menteri besar itu sekaligus menolak untuk mengembalikan kuasa sultan yang 'dihadkan' sejak 1993.

Hentikan Label ‘Penderhaka’

Ketua umum PKR, Datuk Seri Anwar Ibrahim hari ini menolak ‘perlumbaan’ antara BN dan Pakatan Rakyat sehingga masing-masing melabel satu sama lain sebagi penderhaka.

“Saya setuju (ini politik regresif) dan saya tidak berkongsi pandangan (perlabelan seumpama itu)," katanya di Shah Alam hari ini.

“Isu yang didebatkan adalah pindaan perlembagaan (Selangor) dan martabat Raja-raja Melayu, jadi tumpuan adalah sama ada ia akan memperkukuh atau melemahkan perlembagaan."

Namun, katanya, beliau tidak menyalahkan rakan-rakannya di Pakatan yang terbabit dalam perbahasan itu kerana Umno yang mula melabelkan mereka sebagai penderhaka.

“Umno tuduh kita penderhaka, pengkhianat Melayu dan antek (alat) kepada Cina, jadi (pemimpin Pakatan) ada kalanya terpengaruh dengan bahasa yang digunakan ketika membalas. Tetapi jika saya, saya cadangkan mereka memberikan jawapan berdasarkan pindaan 1993 dan ucapan mengikut Hansard.

“Pemimpin Umno seolah-olah memperkecil-kecilkan kebolehan Raja-raja Melayu untuk berfikir bagi diri mereka sendiri dan saya tidak fikir raja-raja perlu diheret begitu rupa."

Ditanya, sama ada Pakatan akan mencuba sekali lagi untuk mengembalikan kuasa melantik setiausaha kerajaan negeri, pegawai kewangan dan penasihat undang-undang kepada sultan seperti yang diperuntukan oleh perlembagaan Selangor sebelum 1993, Anwar berkata: "Kedudukan kita… kita menghormati kedudukan (Raja-raja Melayu) seperti yang termaktub dan dijamin oleh perlembagaan monarki.

“Kuasa terletak di tangan rakyat, mandat diberikan oleh rakyat… (tetapi) apa perlunya raja-raja jika mereka tidak dirujuk seperti yang berlaku pada pindaan 1993."

Yang menarik, pada 1993, Anwar mengakui ketika itu beliau mengetuai perwakilan Umno untuk berunding dengan Yang di-Pertuan Agong, Sultan Azlan Shah yang mewakili Raja-raja Melayu berhubung perkara itu.

“Saya tahu apa yang berlaku dan saya tidak fikir Raja-raja Melayu sudah lupa pengalaman mereka, sejarah itu masih baru," katanya.

Dalam perkembangan lain, Anwar mengulangi cabaran debat ekonomi, dengan Perdana Menteri, Datuk Seri Najib Abdul Razak, khususnya mengenai rancangan pembaharuan 100 hari Pakatan Rakyat.

Namun katanya, jika Najib berterusan menyerangnya secara peribadi, beliau sanggup berdepan dengannya.

“Beliau tidak tolak cadangan saya (untuk berdebat) tetapi kata saya akan demam atau sakit, dan bercakap mengenai melondehkan Anwar… saya tidak mahu melayan isu peribadi ini, saya mahu membincangkan ekonomi.

“Tetapi jika beliau mahu meneruskan, saya memang bersedia, malah termasuk membincangkan kes liwat. Saya boleh jawab dan saya juga mahu timbulkan isu rasuah, pembunuhan, mencuri isteri orang lain, Port Dickson, – semua itu boleh dibawa dan dibincangkan juga," kata Anwar.

Lee Kuan Yew Urges Muslims to ‘Be Less Strict’

The views of Mr. Lee Kuan Yew about Islam (Bangkok Post, 24 January 2011) do not hold water. The history and reality of the presence of multiculturalism and multiracialism in the Muslim world belies such views. The Jews and religious other communities were much accommodated in the Muslim Spain and other parts of the Muslim world when they were persecuted in the West.

While in contemporary times all religious groups have been mistreated by the authoritarian communist and socialist regimes of the post-colonial era, these regimes are now operating as capitalist for there is much economic benefit in this system – a late realization.

Mr. Lee should know better that religions in Southeast Asia operate more along ethnic lines than along the universal messages contained in these religions, here the common view is that a Malay is a Shafii Muslim, a Thai a Theravada Buddhist, a Filipino a Catholic Christian and Chinese a Confucian, Taoist or Mahayana Buddhist. Hence, criticizing and generalizing about Islam as being un-integrative is unsophisticated.

Such a view is based on Mr. Lee's partial experience with Malay Muslims in his country. The Malay Muslims of Southeast Asia are the most ethnically conscious component of the Muslim world are thus not different in terms of holding ethnic based views of religion as being done by ethnoreligious groups in Southeast Asia. Thus all religions in Southeast Asia are as dogmatic as Islam here hence isolating Islam as a special case is a one-dimensional view.

In Southeast Asia, the forces of ethnicity and religious dogma reinforce each other rather than other way around by promoting multiculturalism. When I identify myself as a Muslim in Southeast Asia, I am defined as a person who does not eat pork and has four wives. I am sure that if Buddha, Muhammad and Jesus were to ever meet today, they would not talk about pigs and women, they would address more profound issues facing humanity today such as materialism, the reduction of the role of religion in social and moral life and the negative effects of globalized economy on the poor sections of society.

Furthermore, the present dogmatism in all religions and seeking of refuge in ethnic cocoons are largely the results of the not yet fully inclusive and pluralist contemporary politics and also parochialisms propped by globalization for which humanity is not yet consciously ready. Max Muller, the doyen of comparative study of religion said it well, "He who knows one, knows none." It is time to promote multiculturalism and religious pluralism in Southeast Asia.

Singapore’s founding father Lee Kuan Yew has urged local Muslims to “be less strict on Islamic observances” to aid integration and the city-state’s nation-building process.

Singapore has a predominantly Chinese population, with minority races including Muslim Malays and Indians, and Lee has always stressed the importance of racial harmony.

“I would say today, we can integrate all religions and races except Islam,” he said in “Lee Kuan Yew: Hard Truths to Keep Singapore Going,” a new book containing his typically frank views on the city-state and its future.

“I think we were progressing very nicely until the surge of Islam came and if you asked me for my observations, the other communities have easier integration — friends, intermarriages and so on…” he stated.

“I think the Muslims socially do not cause any trouble, but they are distinct and separate,” Lee added, calling on the community to “be less strict on Islamic observances.”

During the book’s launch on Friday, the self-described “pragmatist” warned Singaporeans against complacency, saying the largely ethnic Chinese republic was still a nation in the making.

Describing Singapore in the book as an “80-storey building on marshy land,” Lee said it must contend with hostility from larger Muslim neighbours.

“We’ve got friendly neighbours? Grow up… There is this drive to put us down because we are interlopers,” he said, citing alleged Malaysian and Indonesian efforts to undermine Singapore’s crucial port business.

Singapore was ejected from the Malaysian federation in 1965 in large part due to Kuala Lumpur’s preferential policies for ethnic Malays, and has since built up Southeast Asia’s most modern military to deter foreign aggression.

Turning to local politics, Lee said the ruling People’s Action Party (PAP), which has been in power since 1959 when Singapore gained political autonomy from colonial ruler Britain, will someday lose its grip on power.

“There will come a time when eventually the public will say, look, let’s try the other side, either because the PAP has declined in quality or the opposition has put up a team which is equal to the PAP… That day will come.”

“In the next 10 years to 20 years, I don’t think it’ll happen. Beyond that, I cannot tell.”

Lee said that despite a survey showing the contrary, he believed Singaporeans were not yet ready for a non-ethnic-Chinese prime minister.

“A poll says 90 percent of Chinese Singaporeans say they will elect a non-Chinese as PM. Yes, this is the ideal. You believe these polls? Utter rubbish. They say what is politically correct,” he stated.

He also defended the policy of promoting marriage between highly-educated Singaporeans, a policy seen by critics as a form of social engineering, and dismissed the notion of love at first sight.

“People get educated, the bright ones rise, they marry equally well-educated spouses. The result is their children are likely to be smarter than the children of those who are gardeners,” he said.

“It’s a fact of life. You get a good mare, you don’t want a dud stallion to breed with your good mare. You get a poor foal.”

People who are “attracted by physical characteristics” may regret it, he said.

Lee also revealed that he had donated to charity all his earnings of S$13 million ($10 million) since stepping down as prime minister in 1990 after 31 years in power.

Singapore’s cabinet ministers are the highest paid in the world as part of a strategy to prevent corruption and attract talent from the private sector.

Lee, who holds the special title Minister Mentor, now serves as an adviser to his son Prime Minister Lee Hsien Loong, who came to power in 2004.

Amid all the hard-edged talk, Lee showed his tender side when asked about his late wife Kwa Geok Choo, who died aged 89 in October last year.

“It means more solitude. No one to talk to when the day’s work is done,” Lee said in the book, the result of exclusive interviews with journalists from the country’s leading daily, the Straits Times.
