Malaysia Braces For Pro-Democracy Street Protests In Kuala Lumpur

Tensions mount as hundreds of thousands of activists expected in capital for Arab spring-style rally against ‘dirty politics’

Malaysia is bracing for an Arab spring-style stand-off on Saturday, when activists angry at “dirty politics” are expected to rally in Kuala Lumpur despite draconian government efforts to nip the movement in the bud.

Tensions have mounted in this normally staid state, often called “Moderate Malaysia”, after a group of 62 non-governmental organisations known locally as Bersih 2.0 proposed a peaceful protest, dubbed the “Walk for Democracy”, against alleged vote-rigging and other electoral abuses in a recent state election.

But the government last week declared Bersih – which means “clean” in Malay – illegal, and has warned that anyone wearing the yellow colours of protest will be detained. It has already arrested more than 200 supporters and organisers on charges ranging from the promotion of “illegal assembly” to “waging war against the king”. Some are being held for an indefinite period without trial.

Although Malaysia’s next general election is not until 2013, polls could take place as soon as this year – with many speculating that the incumbent Barisan Nasional (National Front) may not fare so well.

Headed by the prime minister, Najib Razak, Barisan Nasional has ruled Malaysia since 1955. It suffered a major setback in 2008 when it lost more than one-third of its parliamentary seats to Pakatan Rakyat (People’s Alliance), a coalition of opposition parties.

Despite government accusations that they are actively threatening national security, Bersih’s leaders have been adamant that they are pushing solely for electoral changes.

“We are calling for a government through free and fair elections, not street demonstrations” like in Egypt or Libya, said Bersih’s chairwoman, Ambiga Sreenevasan.

After calling Bersih illegal, the government assented to a rally in a stadium. Opposition groups expect as many as 300,000 supporters to turn out. Police, however, have refused to grant Bersih a permit for the rally – a requirement for any gathering of five or more people – and have said they will work with the army to disperse Saturday’s crowds.

Earlier this week police held a military exercise in which soldiers held up banners reading “Disperse or we will shoot”.

Najib threw his endorsement behind local silat – or martial arts – groups, including one that has openly vowed to “wage war” against Bersih. “If there are evil enemies who want to attack the country from without and within,” Najib said this week, “you, my brothers, will rise to fight them”.

Bersih organisers say they have received death, bomb and gang-rape threats in recent weeks, which they claim police have not investigated.

“It has been challenging personally,” said Ambiga. Nonetheless, Bersih “understand our responsibility in holding the line on behalf of all of you who want nothing more than a clean electoral system and a better Malaysia.”

While no one is entirely sure what to expect on Saturday, the lead-up has already caused mayhem. Extensive roadblocks have caused near standstills in Kuala Lumpur and many businesses will be closing. Widespread mobile phone and internet disruption is expected.

Despite it being a supposedly peaceful protest, many are expecting violence.

“This is the formula now, all around the world – in Libya, Egypt, it’s all the same – there will be violence,” said Mohamed Rayak, 32, a hotel manager. “But no one knows if it will be coming from the government or the opposition. If it’s from the government, then they can say it all got out of hand, and [the rally] has to be stopped.”

Thousands of supporters have aired their views on Facebook and Twitter, with many of them, such as Thomas Chai, tweeting directly to the prime minister. “Beneath this YELLOW there is an idea, Mr Najib, and ideas are bulletproof,” he wrote.

Bersih supporters in other parts of the world are expected to hold similar rallies on Saturday in Taiwan, Korea, Japan, Hong Kong, Australia, New Zealand, France, Switzerland, the US, Canada and the UK.

Malaysians from all walks of life have travelled a very long road to reach this defining point in our nation's history. With less than 24 hours to our intended peaceful gathering, our resolve to walk the last, most difficult mile as one united people in pursuit of clean and fair elections and a better Malaysia for all is firmer than ever.

Our reason for gathering is pure and simple – to demand the electoral roll be cleaned, that the postal voting system be reformed, that indelible ink be used, a minimum 21 day campaign period be instated, free and fair access to media for all be provided, public institutions be strengthened, and for corruption as well as dirty politics to be stopped.

The authorities have put obstacle after obstacle where they only needed to provide sincere cooperation to win the trust and confidence of the people. Having faced half hearted offers of stadiums, arrogance regarding meetings as well as denials of permits, arrests, detentions and so much more, we feel that we have done all that is humanly possible to demonstrate sincerity and good faith in dealing with the government – but we have only been met with reversed decisions and stone walls.

There are no walls however, that will arrest the advance of the cause of peace and justice. Come the 9th of July, we will uphold our constitutional right to converge peacefully on Stadium Merdeka in Kuala Lumpur.

No government agency has any right whatsoever to prevent Malaysians from exercising their freedom of movement and access to our capital city. No threat or intimidation can overturn this fundamental truth.

Malaysians have now seen for themselves the degree of paranoia and lack of principled leadership that seems to have gripped the government. It is thus all the more imperative that patriotic Malaysians rise now and take this stand together to save Malaysia from slipping further into this insane darkness.

Since the beginning of Bersih 2.0, we have witnessed nothing but the utmost bravery and commitment to peace and justice demonstrated by ordinary Malaysians from every walk of life. Inspired by this example, the Bersih 2.0 leadership reiterates our own unyielding commitment to our shared cause, and to being at Stadium Merdeka at 2pm tomorrow. We will meet at the carpark, and trust that the doors will be opened for us.

This is Malaysia's single most important defining moment in recent history, and we are fully confident that the rakyat will heed the call to safeguard the principles Malaysia was founded on and together ensure that we pass down to our children a nation that is just, democratic and united in love for one another.

Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim telah menulis surat kepada Yang di-Pertuan Agong mencadangkan kepada Seri Paduka menitah supaya diadakan tinjauan pendapat atau referendum bebas bagi mengetahui berapa ramai rakyat mahukan sistem pilihan raya yang bebas dan adil.

Surat tersebut telah dihantar kepada Seri Paduka petang ini.

Seterusnya, kata Khalid, kesemua kehendak rakyat ini perlulah dilaksanakan oleh pihak yang bertanggungjawab sama ada Suruhanjaya Pilihan Raya (SPR) atau kerajaan Malaysia yang dilantik dengan perkenan Seri Paduka.

azlanKatanya, beliau terharu dan menghargai keprihatinan Seri Paduka yang sudi berjumpa dengan ahli jawatankuasa BERSIH pada 3 Julai lalu serta mengikuti perkembangan BERSIH.

Menurut Khalid, memorandum yang akan dihantar kepada Seri Paduka mempunyai lapan perkara yang memohon baginda campurtangan bagi memastikan pilihan raya umum di negara ini dilaksanakan secara adil, telus dan bersih.

"Kepincangan dan manipulasi proses pilihan raya sudah menjadi pengetahuan umum, semakin terdedah dan tersiar di media cetak dan elektronik, media maya dan blog.

"Pencinta kebebasan bersuara, pejuang kebajikan rakyat, pemikir dan penulis yang prihatin tidak rela melihat perbuatan dan tindakan tidak
bertanggungjawab ini terus dilakukan," kata menteri besar.

Khalid mendakwa, pilihan raya tidak jujur di negara ini terjadi dalam beberapa bentuk seperti:

1. Memanipulasi kawasan persempadanan.

2. Jumlah perbezaan pengundi yang terlalu besar antara DUN dan Parlimen.

3. Penipuan senarai pengundi, penggunaan sumber dan jentera kerajaan secara berleluasa.

4. Penyamaran dan penukaran kotak undi.

5. Sistem undi pos yang menimbulkan tandatanya.

6. Waktu berkempen yang singkat; dan

7. Laporan media yang berat sebelah.

Menteri besar berkata, memorandum rakyat yang akan diserahkan kepada Seri Paduka esok mengandungi suara rakyat terbanyak dan prihatin terhadap pilihan raya yang adil, bebas serta wajar diberi perhatian serius demi kelangsungan amalan demokrasi di negara ini.

Najib Diminta Pastikan Perhimpunan Aman Dan Terkawal

Selaras dengan titah Yang Dipertua Agung dan pertemuan Bersih 2.0 dengan Baginda, Pemuda PAS Selangor menyeru pimpinan BN membenarkan perhimpunan Bersih 2.0 esok diadakan di Stadium Merdeka dalam keadaan aman dan terkawal.

Jika tidak, mereka akan dilihat sebagai melanggar titah Yang Dipertuan Agung bahkan memperkecilkan kebijaksanaan baginda dalam mengenadalikan isu perhimpunan Bersih kali ini.

Baru-baru ini, Tuanku Mizan Zainal Abidin bertitah agar rundingan dibuat antara pihak-pihak yang terbabit dengan perhimpunan ini. Baginda juga menerima mengadap tiga pemimpin utama Bersih 2.0.

Ekoran pertemuan itu, Bersih 2.0 memutuskan perhimpunan akan diadakan dalam Stadium Merdeka kerana sehari sebelum itu, Perdana Menteri, Datuk Seri Najib berkata, pihaknya sedia memberikan kebenaran jika perhimpunan ini mahu diadakan di stadium.

Dewan Pemuda PAS Negeri Selangor (DPPNS) hari ini kecewa dengan keengganan Perdana Menteri Najib membenarkan perhimpunan Bersih 2.0 diadakan di Stadium Merdeka.

Ketuanya, Hasbullah Mohd Ridzwan (gambar atas) berkata, Najib secara tidak langsung telah menunjukkan nilai-nilai yang tidak baik sebagai seorang pemimpin Islam.

Sedangkan katanya, semua rakyat tahu Najib sebelum ini pernah mengeluarkan kenyataan akan memberikan kebenaran kepada mana-mana pihak dari Pakatan Rakyat untuk berhimpun di stadium.

“Kini apabila pihak Sekretariat Bersih 2.0 bersetuju dengan perhimpunan di dalam stadium, pihak kerajaan pula yang berdolak-dalih dengan pelbagai alasan yang tidak munasabah.

“Sepatutnya Perdana Menteri menunjukkan bahawa beliau seorang yang berjiwa besar dengan menunaikan janji yang telah diumumkan dan mengarahkan pengurusan Stadium
Merdeka untuk menerima permohonan Sekretariat Bersih 2.0 untuk menggunakan stadium tersebut sebagai tempat perhimpunan,” kata beliau dalam satu kenyataan kepada Harakahdaily.

Beliau juga berkata, Hishammuddin tidak ada hak melabelkan Bersih 2.0 sebagai haram kerana Yang di-Pertuan Agong sendiri telah menerima pengerusi Bersih 2.0, Datuk Ambiga Sreenavesan untuk menghadap pihak istana.

“Adakah Hishamuddin berhajat untuk memperkecilkan kebijaksanaan Yang di-Pertuan Agong dalam menilai usul pangkal isu-isu yang berlaku dalam negara ataupun beliau sememangnya berhajat untuk melakukan penderhakaan dengan menganggap Yang di-Pertuan Agong mengiktiraf sebuah gerakan yang haram dan boleh menjejaskan keamanan masyarakat?” soalnya.

Tambahnya, jika Hishammuddin benar-benar mendengar titah Yang di-Pertuan Agong, beliau harus menghentikan segala tekanan terhadap Bersih 2.0.

“Berdasarkan titah khas Yang di-Pertuan Agong baru-baru ini, sepatutnya Hishamuddin mengambil tindakan segera untuk mengendurkan tekanan-tekanan yang telah dikenakan ke atas rakyat dengan melepaskan semua tahanan-tahanan yang telah ditangkap secara paksa, membenarkan perarakan himpunan aman dengan pemantauan pihak polis dan mengeluarkan permit himpunan,” katanya.

Justeru DPPNS berharap agar pimpinan BN khususnya Najib dan Hishammuddin dapat menunaikan janji untuk membenarkan perhimpunan Bersih 2.0 esok diadakan di Stadium Merdeka dalam keadaan aman dan terkawal.

“Sepatutnya Kerajaan Umno BN tidak lagi terus-terusan membohongi dan berdolak-dalih di dalam isu ini kerana ianya akan hanya menambah kebencian dan rasa amarah rakyat kepada mereka.

“Rakyat kini sudah sedar akan penipuan dan penyelewengan pemimpin Umno BN untuk memastikan kuasa mereka terus dipertahankan. Pilihanraya umum yang 13 akan datang rakyat pasti akan menghukum dan menumbangkan mereka daripada tampok kekuasaan negara,” katanya.

Polis, Hishamuddin Jangan Ambil Sikap Konfrantasi- Aziz Bari

Pasukan Polis dan Menteri Dalam Negeri, Datuk Seri Hishammuddin Hussein tidak perlu mengambil sikap konfrantasi dan perlu beralah dengan Gabungan Pilihan Raya bersih dan Adil (Bersih 2.0).

Pakar Perlembagaan, Profesor Dr Abdul Aziz Bari berkata, ini kerana himpunan aman yang bakal diadakan di Stadium Merdeka esok, telah direstui Yang di Pertuan Agong, Tuanku Mizan Zainal Abidin sendiri.

Aziz berkata, tindak-tanduk Hishammuddin yang mengarahkan pasukan polis mengenakan tekanan ke atas Bersih jelas menunjukkan bahawa beliau ingkar titah Agong.

"Jelas Hishamuddin dan Umno biadap kerana tak mahu bertolak ansur. Apalagi setelah Agong mengambil inisiatif yang sedemikian berani dan Bersih sanggup bertolak ansur.

"Umno pada hakikatnya enggan mematuhi Perlembagaan" kata Aziz Bari dalam satu kenyataan kepada Keadilandaily.com.

Menurut Aziz, pasukan Polis – seperti juga Angkatan Tentera dan cabang perkhidmatan awam persekutuan yang lain – wajib setia kepada negara yang lambangnya  ialah Agong.

"Mereka tidak perlu setia kepada kerajaan yang memerintah. Polis hanya perlu ikut perintah kerajaan selagi perintah itu selaras dengan perlembagaan.

"Kita semua tahu siapa yang melanggar perlembagaan sekarang," kata  Penysrah Undnag-undang dari Universiti Islam Antarabangsa itu.

Menurutnya lagi, kebiadapan yang ditunjukkan Umno sekarang adalah kelangsungan kepada sikap biadap mereka pada tahun 1983, 1993, 1994 dan di Terengganu pada tahun 2008, apabila bertindak menghina Institusi Raja-Raja Melayu.

Mengulas lebih lanjut, Aziz berkata tekanan kerajaan kepada Bersih juga adalah bukti betapa kerajaan memberikan layanan terpilih dalam mengiktiraf hak-hak  rakyat yang tertakluk di bawah Perkara 10(i) Perlembagaan Persekutuan.

"Dengan kata lain tiga hak di dalam di bawah Perkara 10(i) Perlembagaan Persekutuan yakni hak bersuara, hak berhimpun dan hak berpersatuan tertakluk kepada selera dan kepentingan kerajaan," ujarnya.

"Itu yang berlaku selama ini. Dengan itu ada semacam penyalahgunaan kuasa atau pendekatan yang tidak konsisten," kata Aziz.

Dalam perkembangan terkini, Bersih akan meneruskan perhimpunan aman untuk menuntut reformasi dalam pilihan raya Malaysia esok walau pun dikenakan pelbagai tekanan oleh Umno BN.

Terbaru, polis mendapatkan perintah mahkamah untuk menghalag 91 individu yang kebanyakannnya terdiri daripada pimpinan Pakatan Rakyat dan aktivis Bersih daripada memasuki Kuala Lumpur Sabtu ini.

This morning at 10.40 am, 7 Pakatan Rakyat youth having breakfast at a Kedai Kopi in Asia City, 60 to 70 police came and arrested them. Out of 7, 3 wore yellow sport t shirt, 1 wore bersih tee shirt, remaining 3 wore normal shirt (baju biasa).

It was not a ceramah, procession and just a friendly meal among friends. It is a blatant abuse of power, total violation of human right and an act of intimidation by the authority to say the least.

I was called to Karamunsing police station where they were taken too. Police are taking their statement now . My self bailed out one of our National AMK Exco while Kepayan AMK bailed the rest of the PAKATAN Youths.

This is totally in total contradiction with the RULE OF LAW.

There was no math & science content for the teachers and the notebooks are all with the teachers' children now.

33. Alienation of tens of thousands of hectares of commercial lands and forestry concessions to children and relatives of BN leaders and Ministers worth tens of billions of ringgits.

Travel around Malaysia and see for yourself how many white elephants like majestic arches, roads paved with fanciful bricks, designer lamp posts, clock towers, Municipal Council buildings that looks more like Istanas, extravagant places of worship, refurbishment of residences of VIPs, abandoned or under-utilised government sports complexes and buildings, etc! Combined they could easily amount to the hundreds of billions of ringgits!

35. Since 1997, Petronas has handed out a staggering 30 billion ringgit in natural gas subsidies to IPPs who were making huge profits. In addition, there were much wastages and forward trading of Petronas oil in the 1990s based on the low price of oil then. Since the accounts of Petronas are for the eyes of Prime Minister only, we have absolutely no idea of the amount.
